Novel feeder design for biomass and other difficult materials processing

LICENSING OPPORTUNITY:A potential licensing opportunity exists with Battelle Energy Alliance, LLC (BEA), P.O. Box 1625, Idaho Falls, ID 83415-3805, the Management and Operating Contractor for the Department of Energy (DOE) at the Idaho National Laboratory (INL). BEA is seeking parties interested in potentially entering into a license agreement for the purpose of commercializing the technology described below. BEA does not make any representations, provide any warranties, or otherwise endorse or guarantee the suitability of this intellectual property to a licensee's specific needs. INVENTION SUMMARY:Many materials such as biomass are notoriously difficult to reliably feed. Auger systems tend to form "rat holes" where biomass material is removed in the vicinity of the auger, but bridges above it, preventing feeding. Bin systems tend to bridge at the outlet of the bin, preventing m from feeding out of the bottom of the bin. This INL developed material handling technology includes a conical bin combined with an auger to ensure constant output from the conical bin into the subsequent process. The feeder design is currently used on a biomass analytical sample grinding unit. This enables automated grinding of biomass analytical samples. This feeder could be scaled up to feed larger biomass processing operations, including cellulosic ethanol production, pellet production, etc. This feeder could also be used in multiple other applications where controlled, continuous feed of material is necessary for downstream processing. This invention has associated intellectual property filing Patent Application No. 62/339,568, "Feeder For Biomass Materials" which was submitted to the USPTO by BEA on May 20, 2016 and currently unpublished.DEVELOPMENT STATUS:This technology has been tested and validated at the bench scale. Additional development will be required to demonstrate a pilot scale process. BEA may be in a position to support additional research and development of this technology under a mutually acceptable Cooperative Research & Development Agreement (CRADA), Strategic Partnership Projects (SPP), or similar agreement subject to prior approval by DOE. SELECTION PROCESS:BEA seeks to license this intellectual property to the best qualified candidate to ensure its successful commercialization. If multiple parties are interested in licensing this intellectual property, BEA may select an exclusive licensing arrangement with a single candidate or choose alternative licensing strategies (e.g., non-exclusive or exclusive field of use licenses) to increase the probability of successful commercialization. BEA reserves the right to defer any licensing decision if, in BEA's sole opinion, the submitted business plans are unacceptable to BEA. BEA may consider inquiries made prior to the release of this notice and inquiries made through other channels. Although interested parties are encouraged to respond before the date provided to ensure consideration, all inquiries may be considered prior to a formal selection unless this notice specifically states otherwise. This is NOT a Request for Proposal (RFP). It is anticipated that an RFP will be issued on or about 17 October 2014. The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to solicit proposals in support of the Department of the Army's established a goal of securing 20 percent of its energy from renewable sources by year 2015 and 25 percent of its energy from renewable sources by year 2025. In support of this goal, CEHNC proposes to issue a RFP, on an unrestricted basis, under solicitation W912DY-13-R-0051 with the intent to award a Firm-Fixed Price (FFP) stand-alone contract. The Government intends to procure renewable combined heat and power (CHP) (also known as a renewable energy generation facility (REGF)) on the Redstone Arsenal (RSA), located in Huntsville, AL. The REGF will supply a minimum of 160,000 MWh per year and a maximum of 208,000 MWh of electricity per year and a minimum of 380,000 klbs of steam per year. It is the Government's intent to purchase only the electricity and steam that is produced by the REGF, and not to acquire any generation assets. Currently, RSA procures its steam from Solid Waste Disposal Authority (SWDA), a City of Huntsville, Alabama non-profit corporation and its electricity from the Tennessee Valley Authority. The United States Army Corps of Engineers, Huntsville Center (USACE-HNC) will issue an RFP for the purpose of selecting, through a competitive selection process, a third party developer who shall finance, design, build, operate, own and maintain the REGF. The Government will contract with the selected developer to purchase the energy for up to thirty (30) years in accordance with the 10 U.S.C. 2922a. A lease will be required to meet the objective of this contract. RSA is a 38,125 acre facility located in Northern Alabama. RSA has 25,860 Test Area Acres and 3,000 Buildable Acres. There are 19 Million square feet of Building space. RSA is comprised of four major zones, residential zone, City Center, Professional Zone, and the Industrial zone. SWDA generates steam through incineration of municipal solid waste (MSW) supplied from the regional area. The MSW is considered a renewable energy source. The system utilizes two mass-burn furnaces with temperatures that exceed 2000 degrees Fahrenheit. The steam that is produced is distributed through the SWDA owned steam distribution system located on RSA. RSA will continue to procure steam from SWDA until the facility constructed pursuant to this contract becomes operational. TVA provides electrical service to RSA through two transmission supplies onto the installation. The power distribution system beyond the Electric Distribution Company (EDC) point of common coupling (PCC) with TVA comprised of transformers, switches, poles, wires, and other, is owned and operated by RSA. 1.Contract Information: The Government is performing market research, prior to issuing a request for proposal, in order to determine which businesses possess the interest and capability to execute the requirements outlined below. The Government intends to procure renewable combined heat and power (CHP) (also known as a renewable energy generation system (REGS)) on the Redstone Arsenal, located in Huntsville, AL. The Government will analyze all responses and determine if the Government may solicit the acquisition as an unrestricted full and open competition vs. a restricted acquisition.
