Quote shall also contain all other documentation specified herein.PERIOD OF ACCEPTANCE OF OFFERORS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered.EVALUATION/AWARD:(1) Award will be based on the Lowest Price and Technically Acceptable offeror. Award will be made to the acceptable offeror with the lowest evaluated cost or price, meeting or exceeding the acceptability of standards for non-cost factors, which is deemed responsible in accordance with the Federal Acquisition Regulation, and whose quote conforms to the solicitation requirements.(2) Initially offers shall be ranked according to price, including any option prices if applicable. An offer's price quotation will be determined by multiplying the quantities identified in the pricing schedule by the unit price for each Contract Line Items Number (CLIN) to confirm the extended amount of each. The extended amounts will be added together to determine the total evaluated price.(3) After the cursory review is performed, the government will start evaluation with the lowest price offeror to determine technical acceptability. The technical documentation shall be evaluated on a pass/fail basis. In order to be determined technically acceptable, the offeror must submit qualifying documentation demonstrating the candidate has at least three current years (i.e. three full seasons) "Current" experience is defined as any experience within the past five years.(4) If the lowest priced offeror is determine to be technically acceptable, that offer represents the best value to the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offeror. If the lowest priced offeror is not judged to be technically acceptable, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to be technically acceptable or until all offerors are evaluated. This publication serves as notice of intent to procure service from Long Line The Kings for the US Department of Commerce, NOAA, National Marine Fisheries Service to support a NMFS NWFSC-led experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal, Washington. The contractor shall rear up to 7,400 brood year 2011 and 7,400 brood year 2012 steelhead from the Dewatto River in freshwater. An additional, 7,000 brood year 2011 and 7,000 brood year 2012 steelhead from the Duckabush River will also be reared. The brood year 2011 juveniles from both population must be reared at the Lilliwaup Hatchery located on Hood Canal, their current location. One hundred juvenile steelhead in each rearing vessel will be sampled for length (mm) and weight (g) every 3 months. All fish will be counted to determine mortality since the last sampling period. Feeding schedules will be applied and modified every three to four months to achieve body size characteristics similar to those of wild fish from the same streams. Feeding schedules will be adjusted quarterly based on the average body weight of fish in each rearing vessel. Body weight and target fish size at the end of the next growth cycle will be entered into a computer model developed by NOAA staff to determine feed rations. Fish will be cultured according to these guidelines. The adipose fins of all fish will be removed prior to release. Stocking of age-2 smolts will be conducted during late April and early May of 2013. Authority for sole-source purchase is 41 USC 253 (c) (1) onlyone responsible source and no other source will satify agency needs. Thisnotice of intent is not a request for competitive proposals. The USDA, Agricultural Research Service, Stuttgart National Aquaculture Research Center, Stuttgart, Arkansas has a need for eighteen (18) electric paddlewheel aerators with the following minimum specifications. 1) Totally enclosed, continuous duty (TEFC) 1.5 hp electric motor, 208 V, 3-phase, with C face. 2) Double reduction in-line gear box (18:1 gear ratio), with C face. 3) Water lubricated bearings. 4) 75 feet of 12/4 direct barrel (tray) cable installed. 5) Waterproof strain relief coupling installed. 6) Water tight twist lock male plug (L20-15P) for 208 V 3-phase service installed. 7) Aerator frame and paddles must be constructed from thick UV-stabilized marine grade high density polyethylene. 8) Closed cell foam floatation enclosed within frame. 9) Maximum linear dimensions of frame: 5 feet long, 3 feet wide. 10) Aerator tie-off points installed on each corner of frame. 11) Aerator paddles mounted on stainless steel shaft. 12) Aerator paddles arrayed in a compact spiral design. 13) Standard oxygen transfer rate (SOTR) must exceed 4.4 lb oxygen/hphour. 14) Aerator must mimic in form and function aerators used on commercial aquaculture farms in the U.S. These aerators will be deployed in small earthen ponds (0.25-1.0 acre water surface area) used for warm water aquacultural research. Aerators will be operated to maintain or increase dissolved oxygen concentration in the pond water. Aerators will be operated for variable time periods ranging from prolonged periods of time (greater than 10 hours) to continuous operation.
Price to include delivery to the USDA, ARS, SNARC, 2955 Hwy 130 East, Stuttgart, Arkansas 72160. The Government REQUIRES delivery within 60 after award however each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead and include with the bid schedule detailing the unit pricing and references for the proposed item. References must have received the proposed item within the last three calendar years (Government references preferred but will accept commercial references) shall also be provided for the item quoted.
