About this vehicle

This New York State multi-award vehicle provides a comprehensive procurement mechanism for ultra-low sulfur diesel and biodiesel fuel products exclusively for on-road use. The contract enables authorized users to purchase multiple fuel variants, including Ultra-Low Sulfur (ULS) Diesel Regular and Premium, Biodiesel blends (B5, B10, B20), and Hydrogenation Derived Renewable Diesel (HDRD95B5). These fuel products are designed to be directly furnished, delivered, and unloaded into authorized users' storage tanks, offering a streamlined procurement solution for governmental and public sector entities across New York State.

The contract was awarded by the New York State Office of General Services (OGS) to seven prime contractors: Buell Fuels LLC, Global Montello Group Corp., Goetz Energy Corp. DBA Kurk Fuel Co., Mirabito Holdings Inc., MX Petroleum Corp., NOCO Energy Corp., and Sprague Operating Resources LLC. The vehicle covers all state agencies and political subdivisions within New York, with a contract period from November 21, 2024, to August 20, 2026. Each individual IDV is classified as a commodity contract, with diversity goals of 0-10% for Minority-Owned Business Enterprises (MBE) and Women-Owned Business Enterprises (WBE), and no specific goals for Service-Disabled Veteran-Owned Businesses (SDVOB).

The master contract features seven individual IDVs (PC70532 (Buell Fuels, LLC) through PC70538 (Sprague Operating Resources LLC)), each awarded to a different contractor. The contract allows for a minimum delivery of 250 gallons per location, with potential volume discounts for orders of 5,500 gallons or more. Pricing is market-based, using Oil Price Information Service (OPIS) daily rack prices with weekly adjustments. Total annual deliveries of HDRD95B5 are limited to 20% of an authorized user's filed requirements. While no specific cumulative contract value is provided, the multi-award structure ensures competitive pricing and geographic coverage across New York State, providing authorized users with flexibility in fuel procurement.
