About this vehicle
This statewide contract vehicle offers comprehensive procurement solutions for motor oils, hydraulic oils, and diesel exhaust fluids across three distinct lots. Lot 1 covers motor crankcase oil for internal combustion engines, including both spark-ignition and compression-ignition types, with a minimum 55% re-refined content that meets Executive Order 4 specifications for high-detergent lubricating oil. Lot 2 provides high-performance hydraulic oil for diverse equipment applications, such as snow plowing systems, material spreaders, hoisting systems, front-end loaders, aerial devices, and construction equipment, also maintaining the 55% re-refined content requirement. Lot 3 focuses on diesel exhaust fluid designed to break down nitrogen oxides into harmless gases, rounding out a comprehensive fluid procurement solution for governmental and municipal needs.
The contract is awarded to two primary contractors: Superior Lubricants Co., Inc. and Reladyne Northeast LLC, with Reliance Fluid Technologies serving as the primary manufacturer for most product lines. The vehicle covers 11 geographical zones within New York State and is available to all state agencies and political subdivisions. The contract period runs from May 3, 2021, to April 19, 2026, with monthly pricing adjustments based on the Producer Price Index (PPI). The contract type is classified as a commodity contract, with specific diversity goals of 0% Minority-Owned Business Enterprise (MBE), 30% Women-Owned Business Enterprise (WBE), and 6% Service-Disabled Veteran-Owned Business (SDVOB).
The contract includes two individual IDVs: PC69328 and PC69329, both structured identically across the three product lots. Pricing varies by zone, container size, and product specification, with per-gallon prices ranging from $1.38 to $7.61 depending on the specific product characteristics. Container options include quart containers, 55-gallon drums, 255-gallon containers, and bulk delivery. Most products are marked as recyclable, and the contract offers multiple viscosity grades for motor oils (5W-20, 5W-30, 10W-30, 15W-40) to accommodate various engine types and performance requirements. Some zones have no awards for certain product configurations, indicating potential gaps in the contract's coverage.
