About this vehicle

This statewide New York contract provides a comprehensive procurement solution for heating fuel oils, specifically covering Grades #2, #6, Kerosene, and Bioheating Fuel products. The vehicle enables state agencies, political subdivisions, and other authorized entities to acquire fuel oil through standardized, competitively bid contracts. Participating agencies can procure various fuel types, including biodiesel blends (B5, B10, B20), with specific requirements for delivery, minimum order quantities, and product specifications that align with environmental regulations.

The contract is administered by the New York State Office of General Services (OGS) and features seven prime contractors: Buell Fuel LLC, Global Montello Group Corp, HOP Energy LLC, Mirabito Holdings Inc., Sprague Operating Resources LLC, Sunoco LLC, and United Metro Energy Corporation. The contract period runs from December 1, 2023, to August 31, 2025, with the potential for three additional years of extensions. Pricing is dynamically calculated using weekly Oil Price Information Service (OPIS) postings, with contractors permitted to adjust prices accordingly. The contract covers the entire state of New York and is structured as a commodity-type contract with specific diversity participation goals of 15% Minority-Owned Business Enterprise (MBE) and 15% Women-Owned Business Enterprise (WBE).

The contract includes six individual Indefinite Delivery Vehicles (IDVs), each awarded to a different contractor and identified by unique commodity codes (PC70300-PC70306). These IDVs collectively support an estimated annual fuel quantity of approximately 29,029,414 gallons across various fuel types and delivery methods. Each IDV maintains consistent contract terms, including the same performance period, diversity goals, and procurement objectives. The contract notably mandates a transition to B10 bioheating fuel by July 1, 2025, in compliance with New York State Environmental Conservation Law, representing a significant advancement in sustainable fuel procurement for government entities.
