About this vehicle
Air Combat Command awarded the USSTRATCOM Systems and Mission Support III (USAMS III) Master IDIQ on December 1, 2014, with a shared ceiling of $800 million, but ordering closed on November 30, 2019—the vehicle is no longer accepting new task orders. The contract primarily funds advisory and assistance services across three major categories: Management, Operational and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services, with secondary coverage of IT and telecommunications operations and maintenance.
Activity has wound down substantially since the ordering cutoff. The vehicle generated 123 task orders over its life, with peak activity in 2015 (31 orders) and 2018 (36 orders); by 2019, only 14 orders were placed before the November closure. The most recent task-order award occurred November 1, 2019. Combined task-order potential value stands at $667.2 million, of which $387.2 million (58 percent) has been obligated, indicating the vehicle is in closeout phase.
Thmg Inc. dominates the prime contractor base, holding 35 orders valued at $204.7 million combined potential—roughly 30 percent of total vehicle value. Client / Server Software Solutions Inc. and Mccallie Associates, Inc. follow with $140.5 million and $127.3 million respectively. These three firms capture approximately 55 percent of combined potential value; four additional primes (Peerless Technologies Corporation, S4 LLC, Isys Incorporated, and a long tail of smaller firms) account for the remainder. The set-aside mix is heavily unrestricted, with 88 percent of orders carrying no set-aside designation and only 12 percent awarded as small business (all total small business, no 8(a) or HUBZone carve-outs evident in the portfolio).
Customer concentration is extreme: Air Combat Command placed 80 of 123 orders worth $359.3 million (roughly 54 percent of total vehicle potential), with Air Education and Training Command, Headquarters District Washington, and broader Air Force accounts handling most remaining demand. Defense Intelligence Agency and other DoD agencies placed minimal orders. Task orders span a broad range—from sub-million-dollar labor and analysis efforts to mega-orders such as NC3 Enterprise Center Requirements, Operations, Inspection and Compliance Support ($48 million ceiling) and Nuclear Command Control and Communication Enterprise Center Support (ceiling $25.8 million). Pricing structures vary widely across firm-fixed-price, fixed-price level-of-effort, cost-plus-fixed-fee, and other arrangements. All recent orders carry completion dates between 2018 and 2023, indicating residual work is largely complete. The vehicle served USSTRATCOM and subordinate commands globally, supporting intelligence operations, electromagnetic spectrum analysis, ISR operations, missile warning, and strategic weapons analysis across distributed locations.
Description
The USSTRATCOM Systems and Missions Support (USAMS) contract supports all missions and requirements of USSTRATCOM. The USAMS contract is primarily an advisory and assistance services (A & AS) contract with a secondary function of acquiring limited non-advisory and assistance services (non-A & AS). A & AS support primarily comprises three major categories of services: Management, Operational and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services. Non-A & AS support primarily covers operations and maintenance services for Information Technology and Telecom Services.
