About this vehicle
This Master IDIQ, awarded by the Department of Agriculture Forest Service R5-Pacific Southwest Region for professional land and cadastral surveying services on National Forest System lands in the Pacific Southwest, is no longer active for new orders; the ordering period closed on March 29, 2022.
The vehicle has reached the end of its useful life. All 21 task orders issued under the vehicle have been fully obligated against the $5 million shared ceiling, with $1.8 million in combined potential value across the portfolio. The most recent task order was awarded on March 31, 2021, more than five years ago. Activity was front-loaded: six orders in 2017, eight in 2018, then declining to one in 2019, four in 2020, and two in 2021.
Scope consisted of cadastral surveys of National Forest System lands within Region 5, including boundary monumentation, corner perpetuation, boundary posting and maintenance, topographic mapping, and preparation of survey plats and monument records. Work frequently tied to fire recovery, restoration projects, and wilderness boundary designation. All task orders were firm fixed price.
Competition among nine primes was moderately concentrated. Johnson-Frank & Associates, Inc. led by combined potential value at $501 thousand across three orders, followed by Cinquini & Passarino Inc. at $342 thousand and D. Woolley & Associates, Inc. at $326 thousand. North State Land Surveying held the most orders (five) but combined only $326 thousand in value. The top four firms captured 90 percent of combined potential value. Ninety percent of orders carried no set-aside; two orders (10 percent) were set-aside to small business.
The customer base was entirely Region 5 itself; no other federal agencies placed orders. All task orders funded Region 5 cadastral and surveying work across national forests including Angeles, Klamath, Shasta-Trinity, Modoc, Lassen, Eldorado, and Plumas.
Typical task-order values ranged from roughly $10 thousand to $290 thousand, with a median near $75 thousand. Individual orders were modest; the largest was the Lassen National Forest Diamond Mountain survey at $290.2 thousand. All work was performed on Region 5 national forest lands in California.
Description
Work will include but not limited to surveying and posting the legal property boundaries of National Forest System Lands. Tasks may include, but are not limited to project records research, notification of adjoining landowners, corner search, monumentation and perpetuation of property and controlling corners, and boundary posting or maintenance of previously posted boundary lines. The projects performed under this contract will primarily focus on the Public Land Survey System surveys of USA acquired/owned parcels. Some work could include describing Congressionally Designated Wilderness area boundaries, marking and posting of National Forest boundaries, monumentation of new obliterated or lost boundary controlling corners, maintenance of previously marked boundary lines, general control surveys, preparation of Plats of Survey and Monument Records, Rights of Way and easement surveys, preparation of surveyor's reports and tract descriptions, and other miscellaneous work incidental to the survey profession.
