About this vehicle
USAID/Kenya established this Master IDIQ for evaluation, assessments, analyses, and training services in support of USAID/Kenya and East Africa missions on February 15, 2020, but ordering closed on February 14, 2025, making this vehicle inactive for new task orders. The vehicle carries a shared ceiling of $37.75 million with a total small business set-aside designation at the vehicle level, though all 17 task orders awarded since inception have been issued without set-aside.
The ordering period saw uneven activity across five years: one order in 2020, a spike of seven in 2021, one in 2022, five in 2023, and three in 2024. Momentum has declined sharply since the peak, with only three orders awarded in the final year before the ordering deadline passed. The combined potential value of all awarded task orders is $23.5 million, with $18.6 million obligated (79% of combined potential).
Work spans quantitative and qualitative evaluations, performance assessments, capacity-building trainings for USAID staff and implementing partners, and knowledge management across USAID's East Africa portfolio. Representative task orders include a $9.85 million Rwanda Collaboration, Learning and Adapting activity (cost-plus fixed fee, through December 2026), a $9.26 million health-commodity supply-chain monitoring effort (cost-plus fixed fee, terminated for convenience, with $5.58 million obligated), and Feed the Future and Kenya Investment Mechanism evaluations in the $200K–$700K range.
Four primes share the awards. Me&A, Inc. and American Institutes for Research in the Behavioral Sciences dominate: Me&A holds 5 orders worth $10.8 million and AIR holds 3 orders worth $9.8 million, together accounting for approximately 88% of combined potential value. Linc LLC and Integra Government Services International LLC hold 5 and 4 orders respectively, each with substantially smaller combined values.
USAID/Kenya as the funding customer placed 12 of 17 orders ($12.3 million combined potential), with a single large order to USAID/Rwanda accounting for $9.8 million. East Africa Regional Program, mainstream USAID, South Sudan, and Rwanda account for the remaining orders. Most awarded work is firm fixed price; the two largest orders use cost-plus fixed fee pricing. Task orders typically range from $80,000 to $450,000, with performance generally concluding within 12 months, except for the two regional multi-year efforts.
