About this vehicle

The US Agency for International Development Bureau for Management established this Master IDIQ with Management Systems International, Inc. on June 22, 2015, to build USAID Mali's performance monitoring and evaluation capacity, design evaluations, and conduct assessments and surveys to inform activity and project design. The vehicle's ordering period closed on June 21, 2020, and remains inactive; no new task orders may be issued.

This vehicle is not viable for new pursuit. Ordering closed over six years ago, and the single incumbent prime has captured the entire $12.6 million combined task-order potential value across all five orders. The vehicle's $21 million shared ceiling has not been fully obligated; $9 million (71% of combined potential value) stands obligated as of the most recent task-order completion in May 2019.

Work performed under the vehicle spans performance evaluation and M&E platform implementation. Task orders have funded DRG assessments, nutrition program evaluations (Nutrition Integrated Rural Program), education curriculum evaluation (Mali MOE Bilingual Curriculum), and agricultural value-chain evaluation (Feed the Future Mali Cereal Value Chains). The largest task order, awarded July 22, 2015, carries a ceiling of $11.6 million and a cost-plus-fixed-fee pricing model; four smaller orders range from approximately $177 thousand to $434 thousand with firm-fixed-price structures.

Ordering activity was concentrated in the vehicle's early years: one order in 2015, two in 2016, one in 2017, and one in 2019. USAID/Mali funded four orders totaling approximately $967 thousand in combined potential value; USAID/Macedonia funded one order of $11.6 million. All five task orders carried no set-aside designation. Both known customer agencies are USAID regional missions, limiting the vehicle's scope to bilateral development assistance in Mali and Macedonia.

Description

The primary objective of the contract is to establish and implement an M & E platform that builds the capacity of USAID Mali A/CORs and selected implementing partners to perform high quality performance monitoring and verification. Additionally, the contractor will design and conduct performance evaluations, assessments, special studies and surveys that will help inform the design of individual activities and/or larger projects.
