About this vehicle
USAID's Bureau for Humanitarian Assistance established Support Which Implements Fast Transition 5 (SWIFT 5) on September 6, 2019, as a Master IDIQ with a $2.5 billion shared ceiling to support the Office of Transition Initiatives' democracy and stability programs in response to political crises worldwide. The vehicle's ordering authority expires September 5, 2026—approximately one month away—making near-term pursuit of new awards unlikely. Eight prime contractors have received 28 task orders valued at a combined $2.11 billion in potential value, with $711.8 million obligated (34% of potential). Task-order awards peaked in 2021 with 12 orders; activity slowed to 2 orders in 2024 and no awards in 2025 or 2026 to date.
Chemonics International, Inc. dominates the vehicle, holding 8 orders worth $1.08 billion combined potential value—roughly 51% of all task orders and about 51% of total potential value. DT Global Inc. and Management Systems International, Inc. follow with $228.9 million and $225.4 million combined potential respectively; Creative Associates International, Inc. and Dexis Interactive LLC hold $205 million and $178.5 million. A longer tail of three additional contractors accounts for the remaining orders.
Work divides into two components: SWIFT-Programs (establishing and managing flexible, quick-response mechanisms for targeted democracy and stability activities) and SWIFT-Support (deploying long-term technical assistance to program operations). Recent task orders fund programs in Ukraine ($256 million ceiling on the confidence-building order awarded February 2023, the vehicle's largest award), Sudan, Iraq, Libya, Colombia, Central America, and other regions designated by OTI. The majority of task orders are unrestricted competitive awards (86%); the remaining 14% are small-business set-asides, though the vehicle itself carries no vehicle-level set-aside. All task orders use cost-plus fixed-fee pricing.
Customer concentration is high: USAID's Bureau for Management and core USAID office account for 96% of task-order funding ($900.6 million and $834.8 million combined potential value respectively), with earmarked USAID missions (Ukraine, Burma, Mexico) capturing the remainder. Performance occurs worldwide in USAID-designated crisis response locations.
Description
Master IDIQ to provide USAID's Office of Transition Initiatives (OTI) with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace and democracy in response to complex political crises. OTI's program team, comprised of OTI and Contractor personnel, work on the ground to seize emerging windows of opportunity to provide adaptive and agile programming in countries or regions. To accomplish this, the SWIFT 5 IDIQ is structured around two service areas/components: 1) Implementation of Transition Programs (SWIFT-Programs); and, 2) OTI Program Operations Long-Term Technical Assistance (LTTA) Support (SWIFT-Support).
