About this vehicle
The Department of the Army Corps of Engineers established this Master IDIQ on November 20, 2023, to procure architect-engineer design services for military construction and civil works projects within the Louisville District mission boundaries, with ordering authority extending through November 19, 2028. The vehicle carries a $150 million shared ceiling and imposes no set-aside restrictions; all 47 task orders awarded to date are unrestricted.
Ordering activity peaked in 2024 with 30 awards but has since slowed significantly—only one task order issued in 2026 as of mid-January. The vehicle remains active with approximately 2 years and 4 months of ordering authority remaining. To date, 47 task orders have been issued with a combined potential value of $69.8 million, of which $49.4 million (71 percent) is obligated, leaving roughly $20.4 million unobligated potential value and substantial room below the $150 million ceiling.
Scope spans early-phase design through construction support for diverse facility types: barracks, hangars, maintenance shops, child development centers, medical facilities, and technical training complexes including the Composites Engineering Innovation Center at Naval Surface Warfare Center Crane and the Virtualized Electromagnetic Warfare & Mission Engineering Center. Civil works projects include drainage and navigation studies. Recent task orders reflect work for Army Reserve facilities nationwide, Air Force installations at Wright-Patterson and Dobbins, and specialized defense research centers.
Competition concentrates sharply among three primes. Pond-Tetra TECH JV LP dominates with 16 orders worth $21.1 million in combined potential value, followed by The Mason & Hanger Group Inc. with 12 orders and $15.4 million, and Barge Emersion Joint Venture with 6 orders and $15.9 million. These three firms account for 87 percent of task orders by count and 92 percent by potential value; the remaining four awardees hold minimal market share. Customer concentration is almost total: the Louisville District Engineering Office has placed 44 of 47 orders worth $67.5 million; the parent Corps of Engineers agency placed only 3 orders worth $2.3 million.
Task order values range from under $200,000 for planning charrettes and studies to $4.4 million for the JMTC Transmission Line design award. Typical durations extend 18–36 months for design-phase work and up to 48 months for projects carrying construction administration and engineering consultation options. Firm fixed price governs all awards.
