About this vehicle
USAID Philippines awarded this Master IDIQ to support the Strengthening Urban Resilience for Growth with Equity (SURGE) activity under the Cities Development Initiative on March 6, 2018, with ordering authority expiring on July 26, 2020—the vehicle is no longer active and closed to new task orders five years ago.
The sole task order placed against the vehicle, awarded May 3, 2018, funded construction of trading centers in Marawi and its environs with a ceiling value of $1 million under cost-plus-fixed-fee pricing. The International City / County Management Association was the sole prime contractor, and the order obligated the full $1 million combined potential value against the vehicle's $47.791 million shared ceiling. The task order extended through April 30, 2020, with a final scope revision modifying the level of effort, statement of work, deliverables, and performance period.
The vehicle was designed to improve local capacity in inclusive and resilient urban development, promote low-emission local economic development strategies, and expand economic connectivity between urban and rural areas. However, ordering momentum never materialized: a single task order was placed in the vehicle's opening month, and no further orders followed in the five years before the ordering deadline passed.
This vehicle presents no current pursuit opportunity. Ordering closed in 2020, and the sole awarded task order completed in April 2020. Any work under SURGE would require a new contracting vehicle or a successor instrument.
