About this vehicle
The Department of Justice Bureau of Prisons Central Office established a Master IDIQ for SAP ERP Operations Maintenance Support on August 17, 2018, with a last date to order of August 15, 2020. Ordering under this vehicle closed over five years ago and is no longer active.
The vehicle supported UNICOR's planned upgrade of its SAP ERP system to a cloud environment through temporary contract staffing. Work covered business process monitoring and optimization, Enterprise Resource Planning configuration, SAP Basis administration, and Active Directory configuration and administration. All seven task orders awarded were unrestricted, non-set-aside procurements.
The vehicle generated minimal activity: seven delivery orders issued between August 28 and September 6, 2018, representing the complete lifecycle. The combined potential value across all task orders was $448 thousand, fully obligated. Individual order ceilings ranged from $45,500 to $82,150, with firm fixed pricing. All orders completed by September 30, 2020.
Competition was fragmented. Seven distinct prime contractors each received one order; no single contractor dominated. Grimm, Chad held the largest individual order at $82 thousand, followed by Miller Gene at $77 thousand and Duenas Government & Business Solutions LLC at $74 thousand. The top five primes by potential value collectively held 80 percent of the vehicle's value.
The Bureau of Prisons Central Office was the sole funding agency, placing all seven orders. No follow-on vehicle has been identified in the record. The brief ordering window and immediate completion of all work by 2020 indicate this vehicle was a time-limited procurement to address a specific ERP upgrade initiative rather than an ongoing operations vehicle.
