About this vehicle

The Federal Emergency Management Agency Incident Support Section awarded the Resource and Capability Transportation Support During Disasters for American Samoa, Guam, and the Common Wealth of the Northern Mariana Islands Master IDIQ on August 2, 2021, for port operations and transportation of disaster response commodities, personnel, and equipment from CONUS and OCONUS ports to Guam, American Samoa, and the CNMI, with ordering open through February 1, 2027. The vehicle is unrestricted: every order carries No Set-Aside Used, and the solicitation was full and open.

About three months of ordering authority remain. Six task orders have been placed, two in 2021, one in 2023, and three in 2026, with the most recent awarded July 14, 2026. Combined potential value is $112.7 million, of which $9.3 million (8%) has been obligated. The source identifies no predecessor or successor vehicle.

Recent orders buy logistics and transportation support for FEMA response and recovery operations, including commodities movement, ground and surface transportation, and personnel support. The 2026 orders cover Typhoon Bavi and Typhoon Sinlaku. The solicitation described all personnel, containers, equipment, and facilities for port operations, retrograde support, 24-hour, seven-day operations, and compliance with U.S. cargo preference laws, on firm-fixed-price terms.

Dewitt Companies Ltd., LLC holds five orders and the vast majority of value at $112.7 million. Matson Logistics, Inc. holds one order at $2 thousand. Activity is concentrated in a single prime.

FEMA is the customer on four orders, and the Incident Support Section is the customer on two orders at $4 thousand combined. Dollar concentration sits with the FEMA-funded orders.

Typhoon-era Dewitt orders carry ceilings from $4.0 million to $9.4 million; the Typhoon Bavi order has a $7.6 million ceiling with $6.8 million obligated and an ultimate completion date of September 15, 2026. The largest order is the $91.6 million ceiling Guam-Dewitt task order, with $451,553.82 obligated and completion on April 2, 2024. The $2,000.04 minimum guarantee and minimum ordering quantity orders are contractual floors, not representative order values.

The FEMA Distribution Center in Barrigada, Guam, is the primary receiving location. Historical discharge points include Saipan, Tinian, and the Port of Pago Pago. The source states these points are not all-inclusive and may change with disaster location, and it encourages contractors to recommend alternate locations.
