About this vehicle
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 awarded this Master IDIQ on August 1, 2016 to provide emergency housing and community-based residential services for homeless veterans in six Florida counties: Orange, Seminole, Brevard, Osceola, Volusia, and Lake. The ordering period closed July 31, 2021, and no new orders may be placed against this vehicle. All 2.1 million in combined potential value across 33 task orders has been obligated; the vehicle is inactive and exhausted.
Work consists of emergency housing placements and homeless shelter services delivered through contracted nonprofit service providers, with case management support but excluding hospital-level detoxification or treatment. Delivery orders are firm fixed price, typically range from $3,500 to $180,000 per order, and run annual cycles aligned to the August 1 renewal date. Orders carry no set-aside designation.
Five nonprofit prime contractors share the portfolio. Recovery House Of Central Florida Inc. leads by potential value with 8 awards totaling $743 thousand; The Southern Territorial Headquarters Of The Salvation Army holds $543 thousand across 5 orders; The Transition House, Inc. holds $388 thousand across 5 orders; Coalition For The Homeless Of Central Florida, Inc. holds $340 thousand across 8 orders; and Catholic Charities Of Central Florida, Inc. holds $50 thousand across 7 orders. Competition is concentrated among established Central Florida nonprofits with existing homeless services infrastructure.
Ordering momentum was steady at five orders per year through 2019, accelerating to eight in 2021 as the vehicle wound down. All orders fund a single customer: Veterans Integrated Service Network 8. Performance locations concentrate in the Orlando metropolitan area and surrounding counties covered by the VISN 8 service network.
This vehicle is closed to new pursuit. Historical data show it supported community-based veteran homelessness services through nonprofit partnerships at modest task-order values typical of social services contracts.
