About this vehicle
The Department of Veterans Affairs Technology Acquisition Center awarded this Master IDIQ for cellular and wireless services and devices on May 6, 2013, with a shared ceiling of $200 million, but the vehicle is no longer active—ordering closed on May 6, 2018, more than eight years ago.
The contract covers voice-only devices, smartphones with voice and data, and mobile broadband cards across all VA facilities in the fifty states, District of Columbia, Puerto Rico, and the US Virgin Islands, with temporary international coverage where required. All 48 awarded task orders are unrestricted, competitive orders with firm-fixed pricing.
Competition is highly concentrated. Cellco Partnership leads by potential value at $74.4 million across 18 orders, followed by A & T Systems, Inc. at $31.9 million across 10 orders and At&T Mobility National Accounts LLC at $25.5 million across 20 orders. These three vendors account for all awarded activity. Task-order values range from under $30 thousand to approximately $18.2 million, with typical orders in the $1 million to $4 million band. The vehicle obligated $112.9 million of its $131.8 million combined potential value—86% drawdown—with the most recent award in April 2017. Orders per year declined from 13–15 annually in 2013–2015 to only 6 in 2017 before ordering ceased.
All 48 orders fund VA Technology Acquisition Center, indicating no customer diversification; VA's internal telecommunications operations drive the entire portfolio. The vehicle served regional VA field operations and campus management centers nationwide through delivery orders tied to specific geographic regions (Region 1 through Region 5) and functional areas (office of information technology, service delivery and engineering, enterprise operations, and training centers). Most recent task orders entered closeout modification status between 2017 and 2019, confirming the vehicle's operational lifecycle has fully concluded.
