About this vehicle
The US Army Corps of Engineers awarded a Master IDIQ for multidisciplinary architect-engineer services in dam and levee safety on August 31, 2022, with authority to issue task orders through August 30, 2027, roughly 13 months remaining. The vehicle carries a combined $90 million ceiling across a minimum of four firm-fixed-price contracts, one-year base period with four one-year options. No set-aside designation applies; all 17 task orders issued to date are unrestricted.
Task-order activity shows momentum in 2025 with six awards, then declined sharply in 2026 with only one order to date as of February 16, 2026. Combined task-order potential value stands at $41.3 million, with $38.7 million obligated (94% drawdown), indicating heavy utilization of awarded contract capacity. Order values range from guaranteed minimums of $15,000 to $15.5 million, with a most recent large award for isolation-gate and pump-station design at the $15.5 million ceiling.
Black & Veatch–GEI JV dominates the vehicle, holding six orders valued at $26.2 million combined potential value—approximately 63% of all awarded value. Stantec Tetra TECH JV II ranks second with three orders worth $9.1 million; Hdr-Gannett Fleming JV and AECOM Technical Services, Inc. each hold smaller portfolios. Only five distinct primes have been awarded, reflecting a concentrated competitive pool.
Customer concentration is more dispersed but still heavily Army Corps of Engineers–driven. The Corps' main office and three regional engineering districts (Huntington, Tulsa, and Fort Worth) collectively account for most orders; Fort Worth Engineering District alone holds orders valued at $20.8 million combined potential. Work is predominantly performed within the continental United States and territories, with scope spanning design, formal levee inspections, seismic analysis, engineering-during-construction support, and subject-matter expert services for specific dam projects.
The vehicle remains moderately active with runway into 2027, but declining award frequency and very high obligation rates (94%) against task-order potential suggest limited remaining capacity for new entrants absent additional core contract awards or sustained attrition among the incumbent four primes.
