About this vehicle

NASA Kennedy Space Center established this Master IDIQ for fabrication and development of ground support equipment (GSE), test equipment, and mechanical, electrical, and fluids hardware to support Space Launch System and Artemis flight hardware processing, with ordering authority that expired October 1, 2023.

The vehicle is no longer active for new task orders. All $48.4 million in combined potential value across 21 task orders has been obligated, and the last order was placed on September 8, 2023. Ordering momentum was modest throughout the five-year window—averaging 3.8 orders per year from 2019 through 2023, with a peak of 6 orders in 2021 and a decline to 3 by the final year.

Task orders span umbilical fabrication for the Exploration Upper Stage, Core Stage, and Orion Service Module; Mobile Launcher platform components including Vehicle Support Posts and Crew Access Arm hinges; fluids panels for liquid nitrogen, gaseous nitrogen, and breathing air systems; and miscellaneous structural reinforcement and recovery tools for Artemis spacecraft. Work was firm fixed price across all awards. Individual task-order values ranged from $6,986.80 for a tool package to $10.8 million for Mobile Launcher 2 Exploration Upper Stage umbilical fabrication. Typical orders fell between $450,000 and $4.7 million.

Competition concentrated heavily among two primes. JP Donovan Construction Inc. received 9 orders worth $26.6 million combined, and Precision Fabricating & Cleaning Company, Inc. received 9 orders worth $19.1 million combined—together holding roughly 96 percent of combined potential value. Met-Con, Inc. captured the remaining 3 orders totaling $2.6 million. NASA Kennedy Space Center placed all 21 orders; no other agencies participated. Only 2 of the 21 task orders (10 percent) carried a small-business set-aside; the remainder were unrestricted competitive awards. All work was performed in support of Kennedy Space Center operations.
