About this vehicle
The Department of the Army Corps of Engineers established this Master IDIQ on September 21, 2022, to perform earthen levee embankment enlargement and repair, seepage berm construction, seepage cut-off construction, and relief well installation on the Mississippi River Levee. The last date to place orders is September 20, 2027, leaving approximately 14 months of ordering authority remaining. The vehicle carries a $98 million shared ceiling, though awarded task orders have consumed only $22.9 million in combined potential value, with $22.8 million already obligated (99% of awarded value).
Activity has slowed considerably. The vehicle awarded eight task orders in its first year (2022), two in 2023, one in 2024, and one in early 2025. The most recent award was issued February 18, 2025. Six of the 12 task orders are minimum-guarantee vehicles carrying $10 thousand each, established at award but since de-obligated or left unexercised, substantially inflating the order count without reflecting active work volume.
Circle, LLC dominates the vehicle, holding three orders valued at $14.1 million in combined potential value—roughly 62% of all work contracted. APC Construction LLC holds the second position with two orders worth $7.2 million combined. Pontchartrain Partners, LLC accounts for two orders valued at $1.7 million. Five smaller primes split the remainder. Competitively, the vehicle exhibits heavy concentration; the top two contractors control approximately 93% of awarded potential value.
The vehicle was originally solicited as a total small-business set-aside for up to six primes. Awarded task orders, however, show 11 unrestricted orders and only one small-business set-aside order (representing 8% of the task-order count). Actual awards diverged sharply from the original small-business posture.
Customers are split between the Corps of Engineers' New Orleans District (5 orders, $21.2 million potential value) and the broader Department of the Army Corps of Engineers (7 orders, $1.7 million potential value). Work is performed in Louisiana parishes along the Mississippi River, including Jefferson Parish, St. Charles Parish, and Iberville Parish. Task orders are firm fixed price. Recent delivery orders show ceiling values ranging from $7.2 million to $10 million for substantive work, with ultimate completion dates extending into 2026 and 2027.
