About this vehicle

The Department of the Army Corps of Engineers Engineering District Vicksburg established this Master IDIQ for construction of levee enlargements and berms along the Mississippi River levee system on December 6, 2019, with a shared ceiling of $170 million. Ordering closed on December 20, 2024, and the vehicle is no longer active. The vehicle carried no set-aside designation.

This contract has exhausted its useful life for pursuing new work. The ordering period has been closed for one year and six months, and all 11 task orders issued under the vehicle have been obligated in full. Combined task-order potential value totals $123.3 million, representing 72.5% of the shared $170 million ceiling. The most recent task-order award was issued September 30, 2024.

Scope includes furnishing labor, materials, plant, and equipment for studies, investigations, designs, and construction of compacted, semi-compacted, and un-compacted embankments for levees and berms. Work encompasses clearing and grubbing, ditching, culvert and cattle-guard installation, drainage-structure construction in borrow areas, turf establishment, and crushed-stone or asphalt paving on levee crowns. Performance occurred primarily along the Mississippi River levee system within the geographic bounds of the Vicksburg and Memphis Districts, with limited work at similar levee systems within the Mississippi Valley Division region. Task orders carried firm fixed pricing and reflected geographically specific scope, including levee-enlargement projects in Chicot County, Arkansas, Concordia Parish, Louisiana, and Tensas Parish, Louisiana.

Three firms won all 11 task orders: Phylway Construction, L.L.C. (4 orders, $47.5 million combined potential value), Circle, L.L.C. (4 orders, $44 million), and Affolter Contracting Company, Inc. (3 orders, $31.8 million). Activity concentrated with the Department of the Army Corps of Engineers proper (9 orders, $88.1 million) and the Engineering District Vicksburg (2 orders, $35.3 million). Ordering velocity declined in the vehicle's final years: 4 task orders in 2020, 4 in 2021, 2 in 2023, and 1 in 2024. Individual task-order ceilings ranged from $6.9 million to $24.9 million.

This vehicle presents no forward opportunity; the ordering window is permanently closed and all activity has concluded.
