About this vehicle
The Department of the Army Corps of Engineers Los Angeles District awarded this small-business-set-aside Master IDIQ on March 1, 2022, with a $75 million shared ceiling and ordering authority extending through February 28, 2028, leaving approximately one year and seven months to place new task orders. This vehicle is fully reserved for small business and procures environmental remediation services, including military munitions response, geophysical classification, preliminary assessments, inspections, investigations, feasibility studies, and remedial actions at Formerly Used Defense Sites (FUDS) and other hazardous/toxic waste response (HTRW) sites across California, Nevada, Arizona, New Mexico, and Utah within the South Pacific Division.
Activity remains sparse: two task orders have been awarded since award date, one in March 2022 and one in July 2023, generating a combined potential value of $34.6 million against the $75 million ceiling and $25.1 million in obligated dollars (72% of combined potential value). The vehicle has not sustained regular ordering momentum—roughly one order per year over the two-year visible history, suggesting low-frequency or episodic task issuance rather than steady demand flow.
Competition is concentrated. Pika-Insight JV LLC holds one order valued at $31.3 million combined potential value; Hydrogeologic, Inc. holds one order at $3.3 million combined potential value. Both awards are firm-fixed-price and designated total small business. All funded activity to date serves a single customer: the Los Angeles District itself. The most recent order, issued July 27, 2023, for Camp SLO 5 Remedial Action carries a ceiling of $31.3 million and ultimate completion date of July 26, 2028; the initial task order, issued March 1, 2022, for Borrego Springs carries a ceiling of $3.3 million and completion date of February 28, 2027. With more than 72% of combined potential value already obligated and ordering authority expiring in early 2028, remaining scope and new-award opportunity on this vehicle is limited.
