About this vehicle
The Department of Agriculture Forest Service R2-Rocky Mountain Region awarded this Master IDIQ on June 8, 2016, for road maintenance services on Medicine Bow Routt National Forest and Thunder Basin National Grassland; ordering closed on June 30, 2021, and the vehicle is no longer active. The scope encompasses road construction, reconstruction, emergency repairs, trail work, culvert installation, erosion control, decommissioning, recreational site maintenance, and material haul across Wyoming national forest properties.
The vehicle executed 15 task orders totaling $902 thousand in combined potential value, with all dollars obligated by the final ordering deadline. Activity peaked in 2017 with six orders, declining to five in 2018 and ceasing thereafter; the most recent award was September 14, 2018. Five prime contractors shared the work with uneven concentration: Stonehouse, Inc. led by potential value with four orders totaling $321 thousand, followed by Pine Bluffs Gravel & Excavating, Inc. with three orders worth $227 thousand, and John Beckett with six orders worth $210 thousand. The remaining two primes held single orders each under $140 thousand combined.
Work was split between unrestricted and small-business set-aside task orders: 60 percent (nine orders) competed without set-aside, while 40 percent (six orders) carried total small-business designations. Sixty percent of the portfolio went to the three largest primes, with the remainder distributed among two smaller firms. All 15 orders funded Forest Service regional operations; no other federal agencies placed orders. Individual task-order ceilings ranged from $4,800 to $138,655, with firm-fixed-price pricing throughout. Task orders addressed discrete projects: road decommissioning (26 miles on Pole Mountain, 9.7 miles total on Parks and Routt districts), roadside brushing, rock and aggregate placement, dust palliative application, and road reconditioning on named Forest Service roads. Geographic performance concentrated on ranger districts within Colorado and Wyoming (Laramie, Parks, Routt, Yampa, Brush Creek Hayden, and Hahns Peak Bear Ears).
