About this vehicle
The Department of the Army's PEO Simulation, Training and Instrumentation established this Master IDIQ for medical simulation support services on September 27, 2016, with a shared ceiling of $69.3 million. The ordering period closed on September 26, 2021, and the vehicle is no longer accepting new task orders.
This IDIQ procures procurement, receiving, kitting, and shipping services for medical simulation materiel and software licenses using a Just-In-Time approach. Task orders span medical training consumables (Class VIII supplies, PICC consumables, trauma nursing equipment), simulation equipment (manikins including Laerdal and SimMan models, ultrasound trainers, defibrillators), medical furniture, and specialized items such as hazmat storage containers. Orders typically range from roughly $3,600 to $4.2 million, with most firm fixed price, with performance locations including domestic and overseas Army installations.
Phoenix Logistics, LLC dominates the vehicle, holding 25 of 41 awarded task orders representing $9.9 million of the combined $14 million potential value—approximately 71% of all activity. HNM Enterprises LLC follows with 9 orders and $1.4 million, while Simetri, Inc., Advanced It Concepts, LLC, and STS International, Incorporated split the remainder. The Department of the Army Medical Command and PEO Simulation, Training and Instrumentation together account for roughly 65% of orders by count.
Of 41 task orders, 25 (61%) carried no set-aside designation; 16 (39%) were small-business set-asides. All $14 million of combined potential value has been obligated. Activity concentrated heavily in 2017 (14 orders) and 2020 (12 orders), with ordering trailing off in 2018–2019 before resuming in 2020–2021. The most recent task order awarded September 1, 2021, was for $248,670 in medical simulation support services.
