About this vehicle
The Defense Health Agency awarded a Master IDIQ on February 9, 2023 for design-build and multi-phased alterations to military treatment facilities, with ordering authority extending through February 8, 2029. The vehicle is unrestricted; no set-aside is in place.
Approximately 2 years 6 months remain for task orders. The vehicle is actively diminishing: ordering activity dropped sharply from 22 orders in 2023 to 8 in 2024 and only 2 through September 2025. Of the $645.3 million combined potential value across 32 awarded task orders, $614.2 million has already been obligated—95 percent of the vehicle's remaining available capacity. At current ordering rates, the vehicle's practical capacity is largely committed.
Work spans new construction, additions, temporary facilities, and multi-phased renovations within inpatient hospitals, dental and veterinary clinics, outpatient medical centers, administrative facilities, pharmacies, labs, and medical warehouses. Recent awarded orders show a concentration in military medical facility repairs and replacements: Naval Hospital Pensacola substation replacement ($6.9 million), Naval Hospital Bremerton building automation and mechanical systems ($50.4 million), Desmond T. Doss Health Clinic renovation at Schofield Barracks, Hawaii ($131.6 million), and Dunn Dental Clinic at Lackland AFB ($75.9 million). Orders are firm fixed price and range from $10,000 (guaranteed minimums) to $131.6 million.
Three primes dominate: Structsure Projects Inc. holds 9 orders worth $361.2 million potential value; KGJJ Engineering Solutions, LLC holds 9 orders worth $232.4 million; and SES Construction And Fuel Services LLC holds 10 orders worth $51.6 million. These three represent the material share of available work. Five additional primes hold 2 orders or fewer for nominal value.
Customers are concentrated within the Army Corps of Engineers regional districts. The Army Corps Engineering Support Center Huntsville placed 14 orders ($106.7 million potential); the Little Rock District placed 3 orders ($234.6 million potential); the Mobile District placed 2 orders ($30.1 million potential). The Defense Health Agency itself placed 10 orders ($136.7 million potential). About 91 percent of task orders carry no set-aside; small business receives 3 orders, or 9 percent.
Performance spans coterminous U.S. and overseas military installations including Hawaii, Washington, Florida, Texas, California, and Alaska. Orders conclude between 2025 and 2029.
Description
The work will include new construction (new footprint/greenfield, additions, temporary facilities) and multi-phased alterations, all while maintaining on-going healthcare operations in existing military treatment facilities (MTFs). MTF types include, but not limited to, inpatient hospitals/medical centers, attached/freestanding veterinarian, dental, and outpatient medical clinics, medical office/administrative facilities, pharmacies, labs, medical warehouses, healthcare education and training, environmental, research and development, and temporary construction/phasing facilities.
