The Individual Assistance Support Contract (IASC) is a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract vehicle established by the Federal Emergency Management Agency (FEMA) to provide comprehensive disaster response, recovery, and individual assistance services. The contract covers a wide range of critical emergency management capabilities, including steady state and planning support, mobilization and deployment, sheltering, feeding, emergency supply distribution, evacuee services, reunification, construction, and staffing support services. These services are designed to bridge capability gaps between government and non-governmental organization (NGO) stakeholders during disaster response and recovery operations.
The contract has been primarily awarded to two prime contractors: Aptim Federal Services LLC and Ch2M Facility Support Services LLC (a subsidiary of Jacobs Engineering Group Inc.). Task orders under the IASC have ranged from approximately $5,000 to over $100 million, with typical durations spanning several months to two years. Notable task orders have included COVID-19 vaccine administration support, shelter employee prescreening, permanent housing construction in the Commonwealth of the Northern Mariana Islands, and steady state support services for FEMA's Incident Support Section. The contract consistently uses firm fixed price and labor hour pricing types, and has not utilized specific small business set-asides. Performance locations have predominantly been in Washington, D.C., with some disaster-specific work occurring in locations like Baton Rouge, Louisiana, and the Northern Mariana Islands. Subcontractors on these task orders have included minority-owned and woman-owned small businesses providing temporary staffing, emergency response, and technical assistance services.
