About this vehicle
The Department of the Air Force Materiel Command Air Force Sustainment Center established a Master IDIQ for pavement improvements and related services at Hill Air Force Base, Utah Air National Guard, and geographically separated locations including Little Mountain Test Annex, Utah Test and Training Range, Wendover, Duggy Proving Grounds, and facilities in Wyoming, with ordering authority extending through November 14, 2028.
The vehicle is fully set aside for small business at the vehicle level. However, actual task order awards show a mixed set-aside distribution: 49 percent are unrestricted or no-set-aside orders, 49 percent are total small business set-asides, and 2 percent are competitive 8(a). The three primes dominating execution are Brinkerhoff Excavating and Construction, Inc. (14 orders, $8.4 million), Pure Enviro-Management, LLC (22 orders, $7.5 million), and DSB Construction, LLC (11 orders, $1.5 million), collectively capturing 100 percent of awarded task orders. Brinkerhoff and Pure Enviro-Management are roughly balanced in combined value, though Pure Enviro-Management leads in order count.
Approximately 74 percent of orders by value ($13.7 million of $17.4 million combined potential value) fund Air Force Sustainment Center programs; the remainder flow to broader Air Force Materiel Command and Air National Guard accounts. All 47 task orders awarded to date have obligated their full ceiling value, totaling $17.4 million against the shared ceiling of $92.5 million. Recent ordering momentum has slowed: the vehicle averaged 15–17 orders per year in 2023–2024, dropped to 13 in 2025, and shows only one order since the vehicle's establishment (most recent award March 9, 2026).
Work is firm-fixed-price, with typical task-order values ranging from under $30,000 to $3.5 million, and performance occurs at Hill Air Force Base and subordinate geographically separated locations. Nearly all recent orders are for parking lot, concrete, asphalt, and airfield pavement repair, replacement, and removal. The vehicle carries 2 years 3 months of remaining ordering authority.
