About this vehicle

The U.S. Forest Service, Department of Agriculture, awarded a Master IDIQ for hazardous waste remediation services in Pacific Northwest Region (R6) and Alaska Region (R10) on March 27, 2018, with ordering authority closed as of March 26, 2023. This vehicle is no longer active for new task orders, though the performance period of issued delivery orders continues through 2025.

The IDIQ is fully set aside for small business. However, the actual task-order distribution shows 86 percent of the 72 orders placed were unrestricted (No Set-Aside Used), with only 14 percent designated as Total Small Business set-asides. This divergence reflects how the vehicle evolved in practice despite its original set-aside status.

Work spans hazardous materials assessment, abatement, and disposal across Forest Service facilities, mines, and administrative compounds in the Pacific Northwest and Alaska. Recent orders include operations and maintenance at the Bluebird and Blackjack Mines, water-damage mitigation, retardant tank cleanouts, burned-structure demolition and hazmat removal, lead and asbestos abatement, underground storage tank removal, and groundwater monitoring. The vehicle has obligated $3.3 million of its $15 million shared ceiling—98 percent of combined task-order potential value.

Competition concentrates among a small set of primes. Anderson Environmental Contracting LLC leads by potential value at $1.2 million across 5 orders, followed by Engineering / Remediation Resources Group, Inc. at $959 thousand across 11 orders, DH Environmental, Inc. at $526 thousand across 20 orders, and White Shield, Inc. at $341 thousand across 13 orders. These four firms account for 94 percent of combined potential value. The remaining seven awardees capture the long tail.

Ordering momentum peaked in 2022 with 15 orders, then dropped to 1 order in 2023 before the vehicle closed. The Department of Agriculture Forest Service R6-Pacific Northwest Region funded 82 percent of orders ($2.3 million of $3.3 million), with subordinate demand from Forest Service Job Corps and R10-Alaska Region.

Task orders are firm-fixed-price delivery orders with individual ceilings typically ranging from $5 thousand to $115 thousand, though two legacy fire-response orders exceeded $680 thousand each: Ripplebrook Work Center and Timber Lake Job Corps Center Abatement & Demolition ($677 thousand) and Riverside Fire hazmat cleanup ($684 thousand). Multiple minimum-guarantee task orders were issued at vehicle award with zero or nominal obligated amounts to reserve capacity across the awardee base, a structure that has now fully played out given the closed ordering window.
