About this vehicle
Army Contracting Command-Aberdeen Proving Ground has awarded a Master IDIQ supporting the Project Manager Distributed Common Ground System-Army (DCGS-A) Capability Drop 1 program, with ordering authority remaining through March 7, 2028. The vehicle is entirely unrestricted (no set-asides), and competition is functionally unavailable: Palantir Technologies Inc. holds 21 of 22 awarded task orders, representing $46.4 million of the $48.9 million combined potential value.
The vehicle was established March 8, 2018, and ordering activity has accelerated sharply in 2024 and 2025: 13 of 22 task orders issued in the past two years. Task orders obligate $48.4 million against a $876 million shared ceiling, leaving $827.6 million available but with ordering authority expiring in 19 months. The single Raytheon award ($2.5 million) has no sequels; nearly all recent activity (2023 onward) flows to Palantir.
Awarded task orders procure combined hardware and software solutions designed for net-centric Army operations across SIPRNet, Secret Coalition, and NIPRNet domains. Orders span hardware-only units (ranging from 6 to 914 systems per order), software licenses, annual software sustainment contracts, and engineering change proposals for integration of public key infrastructure. Recent orders average 100–400 hardware units with 3–6 month performance windows; sustainment licenses recur annually at $2.6 million to $2.9 million per order.
Customer concentration is high but distributed across Army organizations: the Department of the Army Acquisition Support Center PEO Intelligence, Electronic Warfare & Sensors holds 6 orders valued at $33.7 million (69% of all task-order potential value); the broader Department of the Army holds 12 orders at $5.4 million; Army Materiel Command Communications Electronics Command holds 3 orders at $7.9 million; and Army Training and Doctrine Command holds 1 order at $1.9 million. Typical task-order ceilings range from $17,646 to $5.9 million, with firm fixed pricing throughout. The largest order to date was W56KGY18D0003-W56KGY19F0029, awarded to Palantir in March 2019 with a $24.2 million ceiling.
