About this vehicle
The Federal Highway Administration awarded a Master IDIQ for architecture and engineering services to support federal lands highway projects across Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming, with a shared ceiling of $85 million and final ordering authority expiring June 7, 2027. The vehicle was established June 8, 2022 as a partial small business set-aside with two awards exclusively reserved for small business; however, all 141 task orders awarded through July 13, 2026 carry no set-aside designation, indicating the vehicle operates as unrestricted in practice.
HDR Engineering, Inc. and Jacobs Engineering Group Inc. dominate the contractor base, holding 68 and 65 task orders respectively for combined potential values of $17.8 million and $12.5 million. These two firms capture roughly 97 percent of awarded orders by count and 98 percent of combined potential value. Two additional small primes, MGE Engineering, Inc. and a second Jacobs entry, hold the remaining three percent of activity. The Federal Highway Administration is the sole customer agency, directing all 141 orders.
Combined obligated task-order value reached $31 million against the $85 million shared ceiling. Ordering momentum declined materially from 2022–2023 peaks (30 and 48 orders per year) to 13 orders through mid-2026. Recent task orders span scoping, preliminary and final design, post-design services, and environmental compliance studies for low-volume roadway improvements, trail projects, bridge replacements, and facility upgrades. Representative recent awards include $1.82 million for North Dakota Theodore Roosevelt National Park North Unit Loop Road design, $1.39 million for New Mexico Indian Health Service Navajo health facility improvements, and $3.26 million for California Mojave National Preserve road design. Firm fixed price dominates task-order pricing. Place of performance aligns with the vehicle's geographic scope across the 14-state federal lands region.
