About this vehicle
The Department of the Army Materiel Command Joint Munitions Command established Army Program Management Support Services 3 (PMSS-3) on March 21, 2014, as a Master IDIQ to deliver information technology-related program management support services, advisory services, and acquisition consulting to PEO EIS headquarters and subordinate directorates. The vehicle is no longer active — ordering closed on March 21, 2021, and all $289.4 million in combined potential value across 22 task orders has been obligated.
The vehicle contracted the full range of IT program management support work: SETA services, logistics modernization program support, automated movement and identification solutions management, acquisition services, security assistance and foreign military sales support, and property accountability services. Work ranged from guaranteed-minimum baseline orders to large, multi-year efforts supporting major Army programs.
Science Applications International Corporation dominates the vehicle, holding four awards totaling $158.8 million in combined potential value—roughly 55 percent of the total. Zantech IT Services and Systems Technologies complete the top three, each with awards valued at $49.8 million and $52.1 million respectively. These three firms account for approximately 99 percent of combined potential value; the remaining nine primes capture negligible share. The ordering pattern contracted sharply after 2016: seven awards in 2016 fell to five in 2017, three in 2018, and a single order each in 2019 and 2020, the final award closing out the vehicle.
PEO EIS Acquisition Support Center drove 86 percent of the ordering activity, placing 19 of 22 awards totaling $141.9 million. A single large order to Army Contracting Command Redstone Arsenal for $128.9 million and orders to Army Cyber Command and PMPEO PBUSE complete the customer base. Eighty-two percent of task orders carried no set-aside designation; the remaining four orders were designated Total Small Business. Task orders ranged from guaranteed-minimum awards under $200 thousand to large cost-plus fixed-fee efforts in the tens of millions, with two predominant orders (Logistics Modernization Program support at $128.9 million and SETA services at $51.9 million) representing the bulk of obligated value. All task orders have since completed performance and been closed out.
