About this vehicle
The Department of the Army Corps of Engineers Engineering District Alaska awarded this Master IDIQ for environmental remediation services on April 22, 2020, with a shared ceiling of $140 million; ordering closed on October 22, 2025. The vehicle is now inactive for new orders.
The IDIQ funds investigations, site characterizations, remedial designs, removal and remedial actions, and operations and maintenance at Formerly Used Defense Sites (FUDS) across Alaska and the U.S. Pacific Command area of responsibility, including Hawaii, Japan, Korea, and Guam. Work is primarily driven by the USACE Alaska District's FUDS program and Army and Air Force environmental initiatives. Task orders span environmental assessments, hazardous waste assessments, groundwater monitoring, contaminated soil removal, and long-term monitoring and land use controls at military installations and remote sites including Joint Base Elmendorf-Richardson, Eielson Air Force Base, Fort Wainwright, and smaller installations throughout Alaska.
Ordering activity peaked in 2021–2023, averaging 21–22 orders per year, then dropped to 10 orders in 2024 and 2 orders in the first four months of 2025. Of 87 total task orders awarded, 87 obligated $82.4 million against the $91.5 million combined potential value, representing 90% spend-down of available capacity.
Competition is highly concentrated. Brice Engineering, LLC dominates with 31 orders worth $41.8 million in combined potential value, representing roughly 46% of the vehicle's activity. North Wind-Ea JV, LLC holds 15 orders for $15.8 million, and Bethel Environmental Solutions LLC, Ahtna Engineering Services, LLC, and Paragon-Jacobs Joint Venture, LLC split the remainder. The top five primes account for 93% of combined potential value. All 87 task orders fund the Department of the Army Corps of Engineers Engineering District Alaska; no cross-agency activity exists.
Set-aside usage is minimal: 89% of orders carry no set-aside designation, while 11% (10 orders) are Total Small Business set-asides. Pricing is exclusively firm-fixed-price. Individual task orders range from roughly $50,000 to $12.1 million in ceiling value, with most falling in the $200,000–$2.8 million range. The largest single order is a contaminated soil removal task (W911KB20D0002-W911KB22F0092) valued at $12.1 million.
