About this vehicle
The Department of the Army Corps of Engineers Engineering District Little Rock (on behalf of the Air Force Medical Service) established a Master IDIQ on September 10, 2019 to repair, restore, and modernize building infrastructure systems in Air Force medical treatment facilities worldwide. The vehicle's ordering period closed on September 26, 2024, and no new task orders may be placed against it.
The 25 awarded task orders total $103.6 million in combined potential value, with $97.6 million obligated (94% of potential). Activity peaked in 2024 with six orders, and a single order was awarded as recently as September 30, 2025—well after the ordering deadline—indicating final close-out activity. The vehicle's $240 million shared ceiling remains substantially unexercised; the portfolio represents less than half of available capacity.
Work focuses on three major infrastructure systems: building envelope restoration (roof and exterior sealing), mechanical infrastructure (HVAC, piping, water systems, chillers), and electrical systems (fire alarms, smoke control, electrical deficiencies). Task orders range from $10,000 minimum-guarantee openings to $12.7 million ceiling values, with typical awards in the $2–12 million range and firm-fixed-price structures. Performance spans Air Force medical facilities across the continental United States, including specific work at Seymour Johnson AFB, Keesler AFB, Wright-Patterson AFB, Davis-Monthan AFB, Whiteman AFB, and joint-service locations such as Naval Subbase New London and Fort Liberty.
Competition is highly concentrated. SES Electrical LLC holds 17 of 25 orders (68% of task-order count) and $89.6 million of the $103.6 million combined potential value (86%), leaving Kroeschell - Eagle Eye Joint Venture with 6 orders ($14 million) and two other vendors with token awards of $10,000 each. Customer concentration is moderate: the Defense Health Agency placed 10 orders ($49.7 million), while the Army Corps of Engineers (across multiple district and civil-works organizations) placed 14 orders combined ($50.9 million).
Set-aside designations show 64% of orders as competitive 8(a), 32% unrestricted, and 4% small-business total small business. The vehicle is now closed to new ordering and approaching administrative closeout.
Description
The purpose of this IDIQ is to enable the Air Force to standardize execution, minimize acquisition lead times and costs, and work multiple building infrastructure restoration, repair and replacement projects concurrently in existing Air Force medical facilities, efficiently and complete these projects on schedule. The Health Facilities Division of AFMSA provides sustainment, restoration, and modernization support to facility physical plant and infrastructure systems that are installed in Air Force medical treatment facilities worldwide. The physical plant is best defined as any and all major building system(s) that provide a safe, comfortable interior environment conducive to healing. Typically, there are three predominant infrastructure systems which comprise the facility physical plant: the Building Envelope, the Mechanical Infrastructure, and the Electrical Infrastructure.
