This solicitation seeks proposals to provide 60mm, 81mm, and 120mm mortar propelling charges and inert models for testing. The Department of the Army Materiel Command Contracting Command Rock Island Arsenal intends to award up to two fixed price indefinite delivery indefinite quantity contracts valued at a maximum of $499 million over five one-year ordering periods. The U.S. Army Contracting Command-Rock Island (ACC-RI) located at Rock Island Arsenal, Rock Island, IL on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a sources sought to identify qualified sources capable of producing the 60mm (M204, M235, M236); 81mm (M218, M219, M220, M658); and 120mm (M234A1) Propelling Charges. The purpose of this sources sought is to obtain current information on the capability of businesses to provide the 60mm (M204, M235, M236); 81mm (M218, M219, M220, M658); and 120mm (M234A1) Propelling Charges to the warfighter for FY23-FY28 military requirements. The 60mm (M204, M235, M236); 81mm (M218, M219, M220, M658); and 120mm (M234A1) Propelling Charges mortar propelling charges are comprised of a single felted-fiber mortar increment container filled with either single-based M38 Ball Powder Propellant, M10 Propellant or M47 Propellant and sealed with a felted-fiber tab. The propelling charge is loaded with a prescribed amount of propellant capable of providing a muzzle velocity necessary to achieve required 60mm, 81mm and 120mm HE, FRPC, Smoke and Illumination mortar cartridge ranges. The 60mm (M204, M235, M236); 81mm (M218, M219, M220, M658); and 120mm (M234A1) Propelling Charges shall be manufactured to a U.S. owned Technical Data Package (TDP). The U.S. Army Contracting Command-Rock Island (ACC-RI) behalf of the Office of the Project Manager Combat Ammunition Systems intends to issue Request for Proposal (RFP) W519TC-23-R-0047 for the production and delivery of the 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges. The 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges are comprised of a single felted-fiber mortar increment container filled with either single-based M38 Ball Powder Propellant, M10 Propellant or M47 Propellant and sealed with a felted-fiber tab. The proposed contract strategy will utilize competition within the United States, its outlying areas or Canada, in accordance with Federal Acquisition Regulation 6.302-3(b)(1)(iv)(B), “Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.” The United States (U.S.) Government intends to award up to two (2), Fixed-Price with Economic Price Adjustment, Indefinite Delivery, Indefinite Quantity contracts, which will include a minimum guarantee, for the production of 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges, covering Fiscal Year 2023 (FY23)-FY28 requirements. Each contract will include five, one-year ordering periods. The total estimated quantity to procure will be approximately 28,294,017 charges over the five-year period. Each delivery order will be competed amongst contractors selected for award.
