About this IDV

The Naval Sea Systems Command (NAVSEA) awarded a $230 million Other Transaction Agreement (OTA) Indefinite Delivery Vehicle (IDV) to Advanced Technology International (ATI) on June 4, 2021, to establish the Maritime Sustainment Technology Innovation Consortium (MSTIC). This multiple-award Other Transaction IDV provides flexible mechanisms for rapidly acquiring specialized engineering, prototyping, testing, and advisory services across diverse defense technology domains without traditional competitive procurement restrictions. As a public service nonprofit headquartered in Summerville, South Carolina, ATI serves as the prime contractor and functions as a critical bridge between NAVSEA, industry partners, and academic institutions to accelerate research and development collaboration. The vehicle structure enables NAVSEA to issue competitive and non-competitive task orders to develop innovative solutions addressing complex naval modernization challenges. No small business set-aside was applied to this award, reflecting its full and open competition basis consistent with Other Transaction Agreement authority under 10 United States Code Section 2371b.

Task order awards under the MSTIC OTA demonstrate substantial utilization across fiscal years 2023 through 2025, with issued orders totaling hundreds of millions of dollars across performance locations including Pennsylvania, Connecticut, California, Florida, Virginia, Georgia, and other states. Representative task orders encompass propulsion load systems for the DDG-51 destroyer class ($126.6 million), Ohio-class buoy development ($4.1 million), welding and Ohio cradle assembly work ($15.2 million), additive manufacturing initiatives through the FIT-009 program ($1.1-1.4 million per order), and various performer cost milestones supporting naval systems development. Additional task orders address specialized capabilities including modular hydraulic elevator systems, valve additive manufacturing demonstrations, universal interface boxes, automatic bus transfer switches, active magnetic bearing systems, and high-speed generator test facility upgrades. These awards support NAVSEA's mission to design, build, and sustain the Navy's ships and submarines through accelerated technology development in advanced manufacturing, directed energy systems, autonomous platforms, maritime weapon systems, and precision engineering—leveraging the flexibility and expedited acquisition timelines characteristic of Other Transaction Agreements to maintain naval technological superiority.
