Added: Aug 17, 2016 2:41 pm This is a Pre-Solicitation Notice. The Mission Installation Contracting Command MICC Mission Contracting Office - Fort Eustis (MICC-EU), VA anticipates issuing a Request for Proposal (RFP) for the Non-Personal Support Services for the Combined Arms Center (CAC) Omnibus Contract in support of CAC Fort Leavenworth, KS. The objective for this requirement is to provide training support consisting of a broad range of areas and capabilities to meet CAC's training mission across the Army. Services are focused toward the development, education, and training of soldiers, civilians, and leaders; support unit home station training; and integrate a versatile mix of capabilities, formations, and equipment to strengthen the U.S. Army as a force of decisive action.The Government is anticipating awarding Multiple Award Indefinite Delivery Indefinite Quantity (MAIDIQ) firm-fixed-price contract. The North American Industry Classification System (NAICS) code is 541690, Other Scientific and Technical Consulting Services and the standard size is $15,000,000. The Product Service Code is R408, Program Management Support Services.Contractors will provide support in the following Functional Areas:FA 1 Doctrine Development FA 2 Training, Education & Exercise Development, Management, & Support FA 3 Capability Development FA 4 Leader DevelopmentFA 5 Information, Network and Web Services FA 6 Data Collection and Analysis FA 7 Research, Studies and Analysis FA 8 Knowledge Management (KM) FA 9 Command CommunicationThe requirement will be solicited under full and open competition with a partial set-aside for Small Business; awarding up to nine (9) potential MAIDIQ awards to responsive offeror whose proposals conforms to the solicitation requirements. Of the nine MAIDIQs, the Government intends to award up to six (6) to SBs as part of the partial set-aside. This requirement will have a five-year ordering period.A draft RFP is being issued with this pre-solicitation notice. Please submit any industry comments not later than 26 August 2016. The Government will review comments received for possible inclusion in the final RFP. It is not the Government's intent to issue responses to questions/comments received regarding the draft RFP.MICC-Eustis anticipates issuing the RFP on/about 08 September 2016. The closing date for submission of proposals will be contained in the RFP. Offerors must be registered in the System for Award Management Maintenance database to be eligible for award of a government contract, http://www.sam.gov/.The RFP will be available at the Federal Business Opportunities (FBO) website: https://www.fbo.gov. Paper copies of the solicitation will not be provided. Interested potential offerors are responsible for routinely checking this website for any possible updates on the anticipated RFP.REMINDER: This is not a Request for Proposal: only a Pre-Solicitation Notice.
