THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A SOLICITATION OR ANNOUNCEMENT FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
This is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs.
The US Army Corps of Engineers Wilmington District intends to utilize this sources sought synopsis to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone) Small Business, Service Disabled Veteran Owned Small Business, Economically Disadvantaged Women Owned Small Business (EDWOSB), and Small Business firms for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect and Engineering Services to perform surveys, GIS and the associated production of maps as well as CADD and GIS products.
The primary geographic area covered by this contract encompasses the US Army Corps of Engineers – Wilmington District, which includes the states of North Carolina and Virginia. However, could also be used within any location in the United States that falls under Wilmington District’s Area of Responsibility. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Governments best interest.
This is not a solicitation but Sources Sought only.
Should a future requirement(s) evolve from this preliminary planning purpose, the Government intends to issue a Solicitation Notice and award a minimum of one (1) with a potential for multiple Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts that cover all the required elements of this notice with an estimated value of $5 million. The contract term will be a base year and four one year option periods.
The primary tasks anticipated under this contract include work consisting of multiple types of surveys and the associated production of maps as well as CADD and GIS products. These surveys consist of topographic, hydrographic, boundary, precise alignment/deformation surveys and construction staking as well as GIS services including mapping, analysis, geodatabase development, and application development. A variety of software may be utilized, design services and deliverable requirements will be developed using ERDC/ITL TR-12-6 A/E/C CADD Standard, Release 6.0.
The successful contractor to any forthcoming solicitation shall provide all labor, management, supervision, tools, materials, and all equipment necessary to perform the services listed above.
The task order projects will vary in magnitude. The NAICS code for this proposed procurement is 541370 Engineering Services small business size standard is $16,500,000.
A small business prime will be required to comply with FAR 52.219-14 which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended by employees of the concern. Provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with the requirement of FAR 52.219-14 and will be able to comply with this requirement under the proposed contract.
After review of the responses submitted, a solicitation announcement will be on Beta Sam if the Government intends to continue with the procurement.
SUBMISSION REQUIREMENTS:
It is requested that interested firms submit to the contracting office a brief Statement of Capabilities demonstrating their ability to meet and execute the requirements as set forth above and address the following questions:
1. Has your firm, as a prime contractor, whether individually or through a formal joint venture, teaming agreement, or under subcontract to a federal prime contractor, provided similar services as described in the brief description of project above? If yes, please provide the following information on your three most recent projects:
Contracting agency address
Contract number, date and amount of award, date of completion.
Was your company the prime or a subcontractor?
Description of items/services provided under the contract.
State whether or not there were any performance issues under the contract which resulted in the issuance of a cure notice or show cause notice by the contracting officer.
2. If your firm has never contracted with the federal government as a prime contractor, or as a subcontractor to a prime contractor on a federal contract, have you provided similar services to commercial sources? If so, please provide the specifics in terms of the largest customers of these services. (e.g. Department of National Resources, U.S. Forest Services) Please include any information relevant to any potential difficulties you note with complying fully with the description of work.
3. Has your firm ever been terminated for cause or default from a contractual arrangement, whether federal or private sector, as a result of failure to perform, poor quality and workmanship provided, etc.? If so, please provide the specifics.
4. Has your firm, or any firm that you would potentially joint venture or team with ever bid on a federal acquisition and been determined non-responsible by the contracting officer and/or the U.S. Small Business Administration (SBA) failed to issue a certificate of competency to your firm or teaming partners when the matter was referred to SBA for review and consideration?
5. Although this is a sources sought synopsis, are you interested in submitting a proposal for this requirement should a solicitation be issued at a later date?
A Statement of Capabilities (SOC) submittal is required. The SOC will determine the feasibility and/or basis for the Government’s decision to proceed with acquisition. Interested firms must submit a SOC, which describes in details the firm’s capability of providing the described services.
Provide your ability to meet the qualifications described above relative to your firm/team. Provide business name, address, point of contact, telephone number, email address; DUNS Number, Cage Code number, and socioeconomic category for NAICS code 541370, indicating whether you are a small business, small disadvantage business, woman-owned business, etc. and business site, average number of employees of the concern, and average annual receipts based on the last 3 fiscal years.
Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent projects (minimum of three maximum of five), which demonstrate an ability to meet the qualification criteria listed above.
Provide the contract number, contract type (i.e. fixed price, indefinite quantity/indefinite delivery, cost reimbursement, etc.), project value, contract value and point of contact with phone number. Indicate whether the work was performed as a prime or a subcontractor, as well as what percentage of work your firm performed. Provide by listing key personnel that participated in the projects and their responsibilities.

SUBJECT: W912PM20R0004 Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Contract for Surveying and Mapping Services to Support the Wilmington District
CONTRACT INFORMATION: This procurement is 100% Small Business Set-aside.
The U.S. Army Corps of Engineers - Wilmington District, South Atlantic Division intends to Solicit for an IDIQ Contract for surveying and mapping services. It is anticipated that one (1) Contract will be negotiated and awarded. The award will be for a one (1) year base period and four (4) optional years for a term not to exceed a total of five (5) years. The Government reserves the right to exercise all optional periods to the full contract amount of $5,000,000 value during the five (5) year life of the contract. Work under this contract to be subject to satisfactory negotiation of individual task orders, with the total Indefinite Delivery Contract value not to exceed $5,000,000 over the five (5) year life of the contract. The maximum task order is estimated to be $1,000,000, IAW FAR 52.216-19 a contractor is not obligated to accept a Single Task Order over the established maximum; however they may choose to do so. This IDIQ will have a minimum guarantee of $2,500 for the life of the contract. Rates will be negotiated for each 12-month period of the contract. The estimated award date of the contract is 10 October 2020, with an estimated performance period beginning January 2021.
The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The North American Industrial Classification System (NAICS) code for this project is 541370, which has a size standard of $16.5M.
REGISTRATION: Offerors shall have and maintain an active registration in the following databases: https://beta.SAM.gov and System for Award Management (SAM) at http://www.sam.gov to be eligible for a Government contract award. It is the responsibility of interested parties to appropriately register SAM and beta.SAM and to monitor for notices, amendments, etc. Prospective Offerors are advised, to be eligible for award of the contract resulting from this solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation and certifications.
PROJECT INFORMATION: The firm selected will be required to provide multiple types of surveys and associated production of maps as well as CADD and GIS products for Civil and Military programs. Work performed under this IDIQ will support of the Civil Works Operation and Maintenance, Civil Works Planning and Design, and the Military Planning and Design Program. Work under this contract may include, Surveying (including topographic, subsurface utility engineering, geodetic and control, route location, quantity, layout, hydrographic engineering and construction surveys, alignment/deformation, boundary and cadastral) and GIS (mapping, analysis, geodatabase development). Additional, work may include: USACE Survey Monument Archival and Retrieval Tool (U-SMAR) record keeping. Types of projects will include both Inland and Coastal to include: site development, utility infrastructure improvements, flood damage reduction, coastal protection and beach nourishment, shoreline and stream bank erosion protection, shallow and deep draft navigation, environmental and eco-system habitat restoration, storm water management, comprehensive watershed evaluations and multipurpose water resources projects.
These contract(s) are intended primarily for projects within the geographical boundary of the USACE South Atlantic Division – Wilmington District. Work in support of other Agencies or other Corps of Engineer Districts, both in and outside of the geographic boundaries of the U.S. Army Corps of Engineers, South Atlantic Division (North Carolina, South Carolina, Virginia, Georgia, Florida, Alabama, and Mississippi) may be required. Responding firms must be familiar with USACE requirements and regulations.
The selected firm must have the capability through in-house staff or consultants to perform the above-mentioned services. Unless otherwise indicated, deliverable requirements will be developed using ERDC/ITL TR-12-6 A/E/C CADD Standard, Release 6.0. A variety of software may be utilized, potential software includes but is not limited to Bentley Microstation and Inroads, Autodesk AutoCAD and Civil3D, and ESRI ArcGIS.
SELECTION CRITERIA: The selection criteria for this particular contract are listed below in DESCENDING order of importance. Criteria A-E are PRIMARY. Criteria F Secondary and will be used ONLY as "tie-breakers" among technically equal firms. Primary Criteria will be assigned a rating from “outstanding” to “unsatisfactory,” based on the risk to the Government that the Offeror will successfully perform that evaluated Criteria. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each Criteria as required by this solicitation will be determined non-compliant and will be removed from further consideration.
For purposes of this solicitation, a stand-alone contract or single task order is considered one project. Separating activities performed under a contract or task order will not be considered multiple projects; conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered. A single task under an Indefinite Delivery Contract is considered a project, not an Indefinite Delivery Contract itself. Projects in which the AE service is not 100% complete will not be evaluated.
Criteria A, Professional Qualifications – Key Personnel
Part 1 – Resumes of Key Personnel: Offerors must have, either in-house or through consultants or subcontractors, the disciplines listed below. If an individual will serve in more than one discipline, then those disciplines shall be clearly indicated in Block 13, PART I, Section E. Resumes (Block E of the SF 330) must be provided for these disciplines, including consultants. In the resumes under Project Assignments, use the same discipline nomenclature as is used in this announcement. The evaluation will consider education, training, registration, relevant experience in the type work required, and longevity with the firm. If registered, Offeror must provide registration, licensure or certification number(s) and affiliated state. All Key Personnel for whom resumes are provided shall be shown on the organizational chart in Section D of the SF330. Additional staff available for work on this contract shall be indicated on the chart by numbers. The following disciplines are required:

The evaluation of Part 1 will take into consideration the education and current registration, licensure or certification(s), as applicable, of each person named for each discipline. It will also take into consideration the person’s relevant project experience provided in Block 19. More weight will be given to experience with federal projects, particularly civil works type projects completed within the Southeastern United States, and that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information. Only the Key Personnel disciplines requested in this solicitation will be evaluated.
Resumes shall not exceed one (1) page each. In Section C.11 of the SF 330 indicate if the Prime has worked with the team member in the past five (5) years. More weight will be given to established team member relationships (i.e. established Prime/Subcontractor working relationships and Joint Ventures). In Section G.26 of the SF 330 include the firm each of the Key Personnel is associated with.
Part 2 – Relevant Projects: All Key Personnel are required to have a minimum of five (5) years of project experience in their discipline demonstrated by projects with scope, magnitude, and complexity comparable to this solicitation. The definition of a project is as noted in ‘Selection Criteria’ above. Relevant projects are those that reflect experience performing the respective discipline. Relevant Project Information should be brief and highlight the general scope of the project as well as specific roles and tasks performed by the Key Personnel. The Project Information shall also include the project cost. No more than five (5) projects should be listed for each resume, and each project listed must have been completed within six (6) years of publication of this solicitation announcement.
Criteria B, Specialized Experience and Technical Competence: Offerors are to demonstrate specialized experience and technical competence for the all types of surveying and the associated production of CADD and GIS products.
Offerors are also to demonstrate specialized experience and technical competence for Investigation of Offshore Borrow Areas including Multi Beam Hydrographic Surveying, Sub Bottom Profiling, Side Scanning, and Magnetometer Surveys; Beach Profile Surveys; Deformation Surveys of Concrete and Earthen Dams, Boundary Surveys of Federal Lands, Topographic Surveys of Confined Disposal Facilities for Dredged Material, Underground Utility Surveys including Sanitary and Storm Sewer Connectivity, Hydrologic Modeling Surveys including storm water structures, bridges, railroad trestles, and channel cross sections. This criteria puts more weight on specialized experience and technical competence to support Civil Works Operation and Maintenance, Civil Works Design and Construction, Military Operation and Maintenance, and Military Design and Construction specific to performing services similar to those described above in the paragraph titled Project Information. This criteria also puts more weight on projected completed within the Southeastern United States, and that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information.
In Section F, Offerors are to submit up to fifteen (15) projects that best illustrate the proposed team’s qualifications for award of a contract. (Note: The projects provided for Criteria A may also be used to address this criteria.) The definition of a project is as noted in ‘Selection Criteria’ above. For each project use only one (1) page and note the contract or task order number, as applicable. Do not alter the format of Section F.
When completing Section G, in Block 26, along with the name of Key Personnel, include the firm with whom the person was associated with at the time the project was performed.
Criteria C, Past Performance: Offerors shall demonstrate a history of customer satisfaction with the Offeror’s quality of work, cost control, and Scheduling (Attachment A). Evaluations will be based on established CPARS ratings and other credible documentation included in the SF 330. Customer excerpts or quotes from prior evaluations for the purposes of substantiating the narrative are not desired. The narrative should describe the corporate approach for maintaining success with customer satisfaction with the Offeror’s quality of work, cost control and scheduling. Submit past performance for each project submitted in Criteria B. To demonstrate quality of past performance, for each project the Offeror must provide a Contract Performance Assessment Reporting System (CPARS). If a CPARS is not available, the Offeror must provide a NAVFAC/USACE Past Performance Questionnaire (PPQ). If a PPQ is provided and there is a CPARS, the CPARS rating will govern.
Criteria D, Capacity to Accomplish the Work: Capacity to perform approximately $1,000,000 in gross revenue for professional services of the type of work required in this solicitation in a 1-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. (1) Firm must have the ability to provide a minimum of six (6) 2-man survey parties and four (4) RTK GPS hydrographic crews of competent personnel with the required equipment concurrently; (2) Firm must be able to respond on short notice and meet delivery schedules; and (3) Firm must have sufficient equipment to meet schedules. Firms responding to this notice must furnish a list of all company-owned and leased survey equipment, including boats and 4-wheel drive vehicles.
Criteria E, Knowledge of Locality: Familiarity with the conditions, control and regulations affecting work in the mountains, piedmont, coastal plain, and offshore areas within the South Atlantic Division area of responsibility. More weight will be given to familiarity with North Carolina and Virginia.
Geographic Proximity: Offerors shall demonstrate the physical proximity of the Prime in relation to the District Office (69 Darlington Ave, Wilmington, NC 28403) and the B. Everett Jordan Office (2080 Jordan Dam Road Moncure, NC 27559).
The basis of evaluation for the above Selection Criteria shall be submitted in Part I of the SF 330. See the following table for specific sections in which the Selection Criteria will be submitted within the SF 330.

Note: Selection of AE firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. Firms must be evaluated as Most Highly Qualified in order to be selected for a contract. Bidders/Offerors are requested to review the SF 330 Instructions, the solicitation in their entirety and to review the Bidder Inquiry System for answers to questions prior to submission of a new inquiry. The name of the submitter or firm is not published for the public viewing on the report of all Bidder Inquiries. Bidders/ Offerors are on notice of, and assumed to be aware of, all inquiries, responses, and information posted in the Bidder Inquiry System up to the date of required submission, whether the inquiry was generated by the Bidder/Offeror themselves or another potential Bidder/Offeror.

Note: Visits to discuss this announcement will not be scheduled. As required by acquisition regulations, interviews for the purpose of discussing prospective contractor's qualifications for the contract will be conducted only after submittal review by the selection board. Interviews will be conducted by telephone.
In Section H, Firms shall present an organization chart and a narrative describing how the organization will function. Those functions to be subcontracted out shall be clearly identified. Firms may opt to refer to the organizational chart provided in Section D when submitting the required narrative within Section H.
In Section H, describe owned or leased equipment that will be used to perform this contract. Content contained in cover letters, company literature and extraneous materials is not desired and will not be considered.
Firms must include the DUNS number for the office of the firm performing the work in Section B.5. of the SF 330. Include DUNS numbers for the Prime and Key Subcontractors in the SF330, Page 1, Block 10.

The entire submission of the SF 330 must not exceed 2 gigabytes and shall be submitted as one (1) file using Adobe Acrobat (.pdf) in a Font 10 point or larger. The Adobe Acrobat file shall be searchable and shall have each Criteria stated above bookmarked. Page size shall be standard 8 ½ x 11. The SF 330 should not exceed 150 pages overall. Cover letters, company literature and extraneous materials are not desired and will not be considered.
The date and time of delivery will be established by the time of receipt of the email notification to the Contract Specialist, Contracting Officer and Wilmington District Proposal Email. Do not assume that electronic communication is instantaneous – in fact, it can take several minutes or even hours in some cases. Please make allowances for delays in transmittal. If an electronic submission is uploaded minutes before the deadline but notification is not actually received in the recipients’ email inboxes until after the deadline, the submission will be considered late. The Government will not be responsible for proposals delivered to any location or to anyone other than those designated to receive proposals on its behalf. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient of proposals. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.
Firms are highly encouraged to include a delivery receipt when electronically sending their submissions. Per FAR 15.208, electronic proposals received at the initial point of entry to the Government infrastructure not later than 1500 (3:00 p.m.) eastern time one (1) working day prior to the date specified for receipt of proposals will not be considered “late”. It is the firm’s responsibility to ensure that the submissions are received by the designated time.
Time is of the essence, therefore any submissions received after the exact time specified for receipt will be considered late, and will be processed IAW FAR 15.208, Submission, Modification, Revision, and Withdrawal of Proposals. A firm will not be considered if its SF 330 Part I is not signed, unless the SF 330 Part I is accompanied with a signed cover letter, or a current signed SF 330 Part II. If a firm does not submit a SF 330 Part II with its SF 330 Part I, or have one on file through SAM, it will not be considered (FAR 36.603(b)).
