Nashville District Bank Stabilization MATOC
This is a special notice required under FAR 5.205 (g) and 7.107-5 (c), for consolidation of contract requirements. The Nashville District of the U.S. Army Corps of Engineer plans to solicit offers for flood control, navigation, hydropower, recreation, and ecosystem restoration projects and determined consolidation of this procurement is necessary and justified. This requirement meets the specific consolidation requirements identified in FAR 2.102 (1)(ii), requirements of the Federal agency for construction projects to be performed at two or more discrete sites. Consolidating the discrete projects for an efficient competition process between qualified MATOC contractors aids the government in meeting mission objects because it limits consideration to contractors who have proved they have the skills and competencies to meet the specialized government needs for project similar in nature. This limitation reduces overall administrative costs to the government, permits for more timely site specific awards. The timely awards mitigate potential for more damage of a riverbank and mitigate risk to infrastructure, lives and the environment.
The government intends to release the solicitation 7 days after the posting of this notice.

Competitvely, the Nashville District U.S. Army Corps of Engineers(USACE) made three firm fixed-price Multiple Award TaskOrder Contracts (MATOC) awards for Design/Bid/Build (D/B/B) and Design/Build(D/B) Construction work. Task order projects will typically be repairs,maintenance, and improvements to existing flood control structures, channels,earthen embankments, rivers, and tributaries. It is the intent of USACE Nashville District to award several MATOCs to establish a diverse pool of contractors to cover the region. The actual number of MATOCs, minimum and maximum task order/contract size, and socio-economic set-asides for the resulting contracts will be determined after the completion of market research, which includes an analysis of the sources sought capabilities statements received.
This work consists of construction (Design/Build or Design/Bid/Build) as well as items incidental to the completion of the construction. USACE projects include flood control, navigation, hydropower, recreation, and ecosystem restoration. USACE work to be performed by use of the IDIQ MATOC contract will typically be repairs, maintenance, and improvements to existing flood control structures, channels, earthen embankments, rivers, and tributaries. Examples of possible work on flood control structures include slope repairs, erosion protection, and improvements or restoration of roadways or accesses. Channel work might include excavation, widening, erosion control features, drainage improvements and bank stabilization with armor stone, articulated concrete blocks, bioengineering, foreshore dikes, and / or retaining walls, and may involve repairs or replacement of utilities. Projects in support of local municipalities are of a similar nature to USACE projects especially pertaining to flood control and ecosystem restoration. The estimated award date for these contracts is 2nd quarter of FY22.
