Regional Environmental Acquisition Tool: Military Munitions Response Program (MMRP)

The U.S. Army Corps of Engineers, Savannah District, intends to advertise for the award of a Multiple Award Task Order Contract (MATOC) with a pool comprised of up to four(4) Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts with a total capacity of $48 million. The geographic areas to be served by these contracts will be all states within SAD (Alabama, Tennessee, Florida, Georgia, Mississippi, North Carolina, and South Carolina), Puerto Rico, U.S. Virgin Islands, Guam, and Central America. This acquisition will be solicited and awarded on a competitive basis and will be set-aside to economically disadvantaged small business participants in the 8(a) program. Awarded contracts will consist of a 3-year base period and one 2-year option period.This acquisition will be solicited and awarded on a competitive basis and will be set-aside to economically disadvantaged small business participants in the 8(a) program. Contract actions will be solicited, evaluated, and awarded in accordance with FAR Part 15, Department of Defense Source Selection Procedures, dated 4 March 2011, and the Army Source Selection Supplement (AS3) to the Department of Defense Source Selection Procedures, dated 21 December 2012, utilizing a best value trade-off methodology. Contract award will be made to those offerors whose proposals represent the best value to the Government considering price and other non-cost factors. All MATOC awardees will be given fair opportunity to compete for subsequent task orders. All task orders to be awarded under this MATOC will be competed IAW FAR 16.505(b)(1), Fair Opportunity, and DFARS 216.505-70, Ordering Under Multiple Award Contracts, unless one of the exceptions to fair opportunity applies and is justified.Contract award will be made to those offerors whose proposals represent the best value to the Government considering price and other non-cost factors. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. The Government will use a Performance Price Trade-off (PPT) evaluation process in rendering the best value decision for award of this contract.This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available within the next 14 days. This is not a request for quotations (RFQ) nor is it the official solicitation. Applicable NAICS code is 562910.Note: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE.
