The U.S. Army Engineering and Support Center, Huntsville, is seeking services to safely locate, identify, recover, evaluate, assess, package, transport, manage, and dispose of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) at various defense sites. The contract will be awarded to small businesses and will result in a Multiple Award Task Order Contract (MATOC) with a total shared capacity of $960 million over a period of ten years, including one 2-year base and four 2-year option periods. The solicitation closing date is extended to 25 October 2023.
Services and products to be provided:
Location, identification, recovery, evaluation, assessment, packaging, transportation, management, and disposal of MEC and HTRW.
Project planning, assessments, inspections, surveys, investigations, studies, engineering evaluations, prioritization, cost analyses, remedial or removal actions, spill response, sampling and analysis, evaluation of risks and hazards to human health and the environment, engineering containment and filtration, recovery, storage, transportation, and disposal of investigation derived waste (IDW), MEC, Munitions Constituents (MC), and HTRW.
Monitoring, data management, training, permitting, public involvement, and logistical, medical, and security support.
Use of robotic or innovative technology where feasible and practical.
Compliance with all applicable laws and regulations.
Acquisition of necessary permits and licenses.
Implementation of a written Safety and Health Program.
Development and implementation of an ongoing medical surveillance program.
Provision of necessary Personal Protective Equipment (PPE).
Compliance with security requirements of military installations.
Completion of Antiterrorism Level I awareness training.
Compliance with personal identity verification requirements.
Briefing of all employees on the local iWATCH, Corps Watch, or See Something, Say Something program.
Development of an OPSEC SOP/Plan for classified contracts or if the contract employee has access or responsibility to protect critical information.

The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) code 562910, Environmental Remediation. The small business size standard is 750 employees.
This notice is for market research purposes only and is not a request for proposals (RFP) and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from both small and large businesses. Responses will be used to determine if this requirement, or a portion of this requirement, can be set-aside for small businesses.
The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank responses or provide any reply to interested businesses and responses will not be returned.
The intent of the U.S. Army Corps of Engineers, Huntsville (USACE) to solicit and award a Multiple Award Task Order Contacts (MATOC). The task orders under this solicitation will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts as Firm Fixed Price (FFP) or Cost-Plus Fixed Fee (CPFF) based on the requirements of the Performance Work Statement (PWS) to perform Military Munitions Response Program (MMRP) responses involving conventional munitions; Environmental Compliance and Remediation Services (ECRS); and Other Munitions-Related Services (OMRS), as necessary to enable lands and waters to be safely and efficiently used for their intended purposes. Any contracts awarded are being procured in accordance with (IAW) Federal Acquisition Regulations (FAR) Part 15. USACE anticipates awarding a MATOC with a 24 month base period with one 24 month option period and one 12 month option period for a total of five years. The program capacity shared by all awarded contracts will be $350M.
The Government estimated solicitation for this requirement is 1st Quarter FY23.
