About this IDV
PEO Simulation, Training and Instrumentation awarded a single-award indefinite-delivery contract to Sustainable System Solutions LLC on February 3, 2020, with a ceiling of $896.664 million and ultimate completion date of February 2, 2030. The MISTE (Modernizing Instrumentation Solutions for Test and Evaluation) IDIQ is designed to provide design, development, integration, testing, and fielding of test capabilities and related test infrastructure across Department of Defense test ranges.
Work is performed at Sustainable System Solutions' headquarters in Herndon, Virginia, and at subordinate Army test centers including Yuma, Redstone, Aberdeen, White Sands Missile Range, and Electronic Proving Ground, as well as at Naval Air Systems Command and other defense test facilities. The contract supports applied environments modernization for Army test ranges, including climatic, dynamic, and nondestructive testing capabilities to replicate operational mission environments during laboratory testing.
The originating solicitation, posted in November 2018, sought industry feedback on requirements for modernizing test instrumentation systems across the DoD test and evaluation community. Initial delivery orders identified electrodynamics vibration test systems modernization, test network upgrades at Electronic Proving Ground and other facilities, and development of environmental test chambers and related infrastructure.
Recent delivery orders issued under MISTE span applied environments modernization, directed energy systems, sensor integration, telemetry modernization, and enterprise applications infrastructure. Notable orders include a $105.7 million delivery order for Test Network Modernization acquisition life cycle and systems engineering support (March 2020); a $33.75 million telemetry systems modernization parts procurement order (August 2021); a $24.4 million Army Reprogramming Analysis Team enterprise applications and infrastructure virtualization order (May 2023); a $22.8 million Open Air Multi-Spectral Data Collection effort (December 2021); and a $17.66 million high-energy laser rattler procurement order (January 2022). A $3.46 million delivery order for Electrodynamics Vibration Test Systems II modernization at Yuma Test Center was issued July 28, 2025. KBR Wyle Services, LLC provides technical support under that order; TMC Design Corp and EWA Warrior Services LLC serve as primary subcontractors across the vehicle's portfolio.
