The U.S. Army has awarded Nammo Perry Inc. (NPI), a subsidiary of the international aerospace and defense company Nammo Lapua OY, a $320 million multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contract for the Anti-Personnel Obstacle Breaching System (APOBS). The APOBS is a self-contained, expendable linear demolition charge that can be transported and deployed by a two-person team to clear paths through minefields and other obstacles. Under this IDIQ, the Army's Program Executive Office (PEO) Ammunition has issued several delivery orders to NPI for the production and delivery of live APOBS systems, engineering services, and test articles to enhance combat breaching capabilities. The contract does not have a small business set-aside. NPI, an experienced prime contractor, has a history of delivering a wide range of munitions and related components to the Department of the Navy, Department of the Army, and other defense agencies through prior federal contract awards.

The original solicitation for the APOBS IDIQ, issued by the Army Contracting Command, sought responses from interested offerors with the capability to manufacture explosives and energetic materials, meet technical specifications, and fulfill quality and delivery requirements. The Government estimated procuring between 200 and 4,000 APOBS units over 5 years under the IDIQ. The solicitation was open to full and open competition, with no set-aside designations, and requested pricing, production capacity, testing timelines, and cost considerations from potential offerors.
