Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Aw ard Task Order Contract (MATOC) for maintenance, repair and construction services in support of the 182nd Airlift Wing in Peoria, IL. These multidisciplined contracts will consist of a Base Award Period of five (5) years. The total contract period shall not exceed five (5) years, with a total program capacity of $15,000,000 for all task orders placed against this contract . This action is being solicited as a total small business set-aside. NAICS Codes: 236220, $39.5M is the small business size standard. The Government intends to award at least three (3) and up to seven (7) or more contracts to offerors that are responsible and that submit proposals that are acceptable and reasonable. Synopsis: 182AW CONSTRUCTION MATOC SOURCES SOUGHT.
The purpose of this sources sought is to gain knowledge of potential sources for this project including interested Small Business Sources. This notice is for planning purposes only. All interested parties should respond. USPFO for Illinois National Guard, 182nd Airlift Wing, Peoria, IL intends to issue a solicitation and award a Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) to be accomplished as task orders for a broad range of multidiscipline maintenance, repair and construction services.
The magnitude of the individual task orders will be between $2,000.00 and $5,000,000.00. The ceiling for the MATOC shall not exceed $20,000,000.00 which includes the combined total of all individual task orders placed against it by all contractors. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 22 January 2020. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (posted with this announcement) and (3) A listing of projects completed during the past three years, both for government and private industry (“Proj_Ref_List posted with this announcement). The project name, type of project, dollar value, Contract number, location and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. The USPFO for IL, 182nd Airlift Wing intends to issue a Request for Proposal (RFP) to for Construction Indefinite Delivery- Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for maintenance, repair, construction and design-build services at 2416 S. Falcon Blvd, Peoria, IL 61607 and rural Ipava, IL. Typical work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications.1 It should be noted that the majority of task orders under these contracts will be for sustainment, repair and maintenance (SRM) projects under $1M dollar.
The North American Industry Classification System (NAICS) code for this work is 236220 and 237990. The small business size standard is $39.5 million average annual revenue for the previous three years. This is a total small business set-aside. The government anticipates award of a minimum of five (5) individual MATOC contracts, providing sufficient qualified contractors present offers. All responsible firms may submit an offer. These anticipated contracts will consist of a Base Award Period of two (2) calendar years, and 3 one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $3,000,000.00. The total of individual task orders placed against this contract shall not exceed $15,000,000.00 to any one contractor.
The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a seed project. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the seed project to be considered for award. The seed project will be used to evaluate the price proposal and portions of the technical proposal and will be awarded. It is anticipated that the solicitation will be posted on or about 26 May 2020.
A Pre-proposal conference and site visit is tentatively scheduled for 17 June 2020. Details for registering for the conference will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending for clearance to the facility. The solicitation closing date is scheduled for on-or-about 8 July 2020 and times will be identified in the solicitation.
