This is a Market Survey to locate additional sources for the following Selected Spare Parts which are part of the Electric Power Plant III (EPP III) Engine Assembly used with the PATRIOT Missile Defense System: Motor-Generator Control
The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire select engine components to support the EPP III Patriot Missile Defense System.
Requirements Description:
The EPP III (Electric Power Plant III) is the main electric power source for the PATRIOT Missile Defense System and the selected spare part has been identified for maintenance and sustainment purposes. This acquisition is for a five-year Indefinite Delivery Indefinite Quantity contract. The forecast for this NSN ranges from 20-26 per year over five years. The Original Equipment Manufacturer (OEM) for the selected spare part is Transtechnik GMBH, CAGE: C1672. Detailed technical data for the manufacture or acceptance of this item is not available from the Army. The Government does not possess the technical data package (TDP) for this part.

The Government does not intend to award a contract based on this Sources Sought Announcement (SSA), or reimburse any costs associated with the preparation of responses to this SSA. This SSA is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
All SSA responses should be emailed to the Technical and Competition Advocate Points of Contact at the email addresses listed below. No phone inquiries will be accepted, either as a response to this action or for information requests. All requests for information must be submitted via email to the Technical Point of Contact and the Competition Advocate. The response must include production lead time, production capacity by month, surge capacity, number of years part will be available, ranges for price breaks if applicable or any other information that could affect the acquisition, supply and delivery of the parts. The response should also include documentation such as a copy of a purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can supply the Army with the parts listed in this SSA. Offerors proposing to supply any item(s) based on potential future solicitation(s) for the specified item(s) may be required to warrant that the item(s) supplied will satisfactorily perform when used for the purpose intended by the Army. Futhermor, tracablity back to the manufacture listed within the announcement may be required.

The Defense Logistics Agency Land and Maritime issued a Justification for Other Than Full and Open Competition (J&A) for the procurement of certain Electrical Power Plant (EPP) spare parts. The J&A states that Vincorion Power System GmbH (Jenoptik Advanced Systems LLC) is the only identified source capable of meeting the government's requirements for these parts. A market survey was conducted but no other sources were found. The estimated value of this sole source acquisition is between $750,000 and $15,000,000. The agency is taking actions to identify additional sources, including the use of DLA Procurement Notes L04 and M06.

The Defense Logistics Agency Land and Maritime is soliciting proposals for a five-year firm-fixed-price indefinite-delivery/indefinite-quantity contract to acquire Control Motor-Generator spare parts, national stock number 6110-12-345-6331, to support the Electric Power Plant III on the PATRIOT Missile Defense System. The solicitation will use lowest price technically acceptable evaluation and is seeking proposals due by February 9, 2024.
