The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire spares to support the 2GF B-Kit Program.
Requirements Description:
The Second Generation Forward Looking Infrared (2GF) Horizontal Technology Insertion (HTI) program provides night-vision/electro-optical line replaceable units (LRUs) for infrared sight systems in various platforms. This sources sought announcement applies to the spares listed in Table 1. Currently, the spares listed are currently procured under several different contracts. Except for the short term procurments of the Objective Lens Module and the Advanced Video Processor Circuit Card, those contracts for sparesa are due to expire at the end of government fiscal year 2023.

At a minimum the support information you submit should include, but is not limited to, the following types of documentation: Questionnaire and demonstrated capabability of supplying the listed items. Documentation must show the capability to supply qualified items, non-reoccurring engineering funding is not avaible for this effort.

The specific items being sought support sustainment and function of the Second Generation Forward Looking Infrared (2GF) Horizontal Technology Insertion B-Kit items. These items are manufactured for military use only and are not commercial therefore, FAR part 15 will apply to this solicitation. The Government intends to solicit and negotiate with only one source under the authority of 6.302. This acquisition will not be set aside for small businesses. DRS Network & Imaging Systems, (DRS), CAGE: 32865 and Raytheon Company, CAGE: 96214, are the original equipment manufacturers. The Government does not have rights to the complete technical data package for release. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Defense Logistics Agency Land and Maritime is seeking proposals for a firm-fixed price, indefinite delivery/indefinite quantity contract to procure various hardware components for the Second Generation Forward Looking Infrared (2GF) Horizontal Technology Insertion program. The required items include imager assemblies, detector cooler bench assemblies, afocal assemblies, standard advanced dewar assemblies, and advanced video processor circuit card assemblies. Offerors must meet technical, configuration management, and testing requirements outlined in the solicitation. Proposals will be evaluated on pricing, past performance, and compliance with delivery terms. The current solicitation closing date is April 26, 2024, with a 5-year base period of performance and no option years.
