Cargo Resupply Service-2 Contract 2030 Extension
NASA Johnson Space Center has a requirement to extend the International Space Station (ISS) Commercial Resupply Services 2 (CRS2) contracts. The CRS2 contracts are FAR Part 12 commercial service, firm-fixed-price, multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
NASA Johnson Space Center intends to issue sole source contract extensions to acquire the ISS delivery of pressurized and unpressurized cargo, return and disposal of pressurized cargo, disposal of unpressurized cargo, special tasks and studies, and ground support services for the end-to-end cargo resupply services. The supplies to be delivered by terms of the contract include air, water, food, clothing, medicine, spare parts, and scientific experiments for use in the U.S. and International Partner experimental modules.
Today NASA has CRS2 contracts with Northrop Grumman Systems Corporation Contract NNJ16GU21B, Sierra Nevada Corp. (SNC) Contract NNJ16GX07B, and Space Exploration Technologies Corp. (SpaceX) Contract NNJ16GX08B to fulfill these requirements, and have been performing these contracts in support of the ISS since January 2016.
NASA is contemplating a sole source extension to continue to acquire these services from January 1, 2027 to December 31, 2030.
The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kendrea Vallien at jsc-crs2@mail.nasa.gov not later than 4:00pm Central Standard Time (CST) on Friday, March 17, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center has issued a Justification for Other Than Full and Open Competition to award sole-source contract extensions from January 1, 2027 to December 31, 2030 for the current Commercial Resupply Services (CRS-2) contracts. The CRS-2 contracts provide the International Space Station with delivery of pressurized and unpressurized cargo, return and disposal of cargo, and ground support services. NASA determined that maintaining the current CRS-2 contractors, Space Exploration Technologies Corp., Sierra Nevada Corp., and Northrop Grumman Systems Corp., is necessary to ensure redundant and reliable cargo transportation services. The contract extensions will not increase the current $14 billion not-to-exceed value of the CRS-2 contracts, and NASA plans to award one, multiple, or no contract extensions based on the contractors' proposals and negotiations.

The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center has issued a Justification for Other Than Full and Open Competition (JOFOC) to extend the existing Commercial Resupply Services (CRS-2) contracts with Space Exploration Technologies Corp. (SpaceX), Sierra Nevada Corp. (Sierra), and Northrop Grumman Systems Corp. (Northrop) from January 1, 2027 to December 31, 2030. The CRS-2 contracts provide critical cargo resupply services to the International Space Station (ISS), including delivery of pressurized and unpressurized cargo, return and disposal of cargo, and ground support. NASA has determined that maintaining the current CRS-2 contractors is necessary to ensure reliable, redundant cargo transportation services to the ISS and meet its obligations to international partners. The total not-to-exceed value of the CRS-2 contracts is $14 billion, with approximately $X remaining. NASA plans to extend the CRS-2 contracts without increasing the overall value.

(Sierra), and Northrop Grumman Systems Corp. (Northrop) to provide critical cargo resupply services to the International Space Station (ISS) from January 1, 2027 to December 31, 2030. The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center has determined that maintaining the current CRS-2 contractors is necessary to ensure redundant and uninterrupted cargo transportation to the ISS, which is essential for sustaining operations and scientific research. The extensions will not increase the overall $14 billion not-to-exceed value of the CRS-2 contracts, and NASA's market research did not identify any other companies capable of providing the required services.
