Description
Place of perf: gsfc, WFF, HQ, IV & V, giss, and white sands sign language interpreting contract. General interpreting - requests for interpreter services that rely only on general knowledge of the participant and are not germane to NASA mission related areas. Events supported by general interpreting can range from public outreach events, all-hands meetings that are of a non-technical nature or non-discipline specific content, or other venues attended by the general public with little to no knowledge of NASA technical areas. Business/financial/legal interpreting - requests for business, financial, and/or legal interpreting services require a significant level of proficiency in terminology, interpretation, and application of vocabulary used within the professions of accounting, finance, risk management, logistics, project management, acquisition, law, and other fields relating the operations of a large federal agency. While requests for business/financial/legal interpreting do not focus on a working knowledge of engineering or scientific concepts, the interpreter must be prepared to incorporate such terminology and vocabulary within the interpretation that occurs during the course of a meeting where the content blends and transitions into engineering or scientific related content. This service shall involve interpreting meetings, lectures, training classes, reviews, and conferences which are primarily business-related (e.g. resource analysis, auditing, accounting, finance, project management, logistics, procurement, or legal). Scientific & engineering (S & E) interpreting - S & E interpreting shall involve interpreting that is primarily of a scientific or engineering nature to include mission related project management. This service shall involve interpreting for scientific and/or engineering related meetings, lectures, training classes, reviews, conferences, and mission support. The technical areas include general engineering (e.g. aeronautical, computer, electrical, mechanical, software), mathematics, information technology (IT), and sciences (e.g. chemistry, physics, earth sciences), and project management. Provisioning the primary interpreters (ONSITE) - the contractor shall provide interpreters that possess valid certifications per section 3.1. The ability to call upon interpreter services, on a real-time basis, requires the availability of ONSITE interpreters located at the gsfc greenbelt facility. These interpreters shall be available during the core hours to provide services. Subsequent changes to the primary (ONSITE) interpreter(S) schedule(S) must be approved, in advance, by the cotr. Backup interpreters (ONSITE-OFFSITE) - the contractor shall coordinate with consumers to suggest schedule or work alternatives to avoid service conflicts, when primary (on site) interpreters are not available, the contractor shall coordinate back-up interpreter(S) and notify the consumer of the interpreter selection prior to the scheduled services, no later than 24 hours prior to the event. For assignments requiring more than one interpreter, the contractor may provide a team consisting of the following: two primary (ONSITE) interpreters one primary (ONSITE) interpreter and one backup interpreter two backup interpreters. For on-site meetings and/or events, involving more than four hours and/or more than one consecutive day, the contractor shall ensure the on-call service shall not be unsupported for more than 4 hours.
