About this IDV

NASA Armstrong Flight Research Center awarded an indefinite-delivery contract to Kay And Associates, Inc., a total small business set-aside, on April 1, 2017, with a ceiling of $85,728,267.53 and ultimate completion date of March 31, 2026. This is a single-award IDIQ.

Work is performed at Armstrong Flight Research Center Edwards and subordinate locations (AFRC B703 and limited services at other aerospace facilities). The contract procures logistics services and aerospace ground equipment support services to meet NASA mission requirements. Aerospace ground equipment support includes aircraft critical, emergency, and routine maintenance; battery service; life support; proof load testing; fuel delivery; aircraft fueling; nitrogen servicing; equipment training; painting; fire extinguisher inspection; and ramp sweeping. Logistics services encompass transportation (shipping, receiving, freight, hazardous and radioactive materials, export control); fleet management (maintenance, motor pool, dispatch, fueling); supply management (warehousing, inventory control, hazardous material storage); personal property and controlled equipment management; records management; purchase request processing; and aircraft sustainment (parts receipts, warehousing, purchasing, repairs, maintenance).

A delivery order issued June 10, 2017, carries a $6 million ceiling on a firm fixed price basis and extends through March 31, 2026. A pre-solicitation notice posted November 13, 2024 indicates NASA intends to negotiate a performance schedule extension with the incumbent under this contract, with due date November 22, 2024. NASA determined the requirement is available only from the original source under FAR 6.302-1(a)(2)(iii) sole-source authority, citing unacceptable mission delays from contractor transition.
