Sonobuoy Acquisitions (FY23-27)
Naval Air Systems Command (NAVAIR) Patuxent River, Maryland intends to solicit for an Indefinite Delivery Indefinite Quantity - Multiple Award Contracts (IDIQ-MAC) for the production of sonobuoys under full and open competition. The Government intends to utilize the IDIQ-MAC to support current and future sonobuoys, to include the production of bathythermograph, active, passive, multistatic receiver, and special mission a-size series sonobuoys for Fiscal Years (FYs) 2023-2027. The IDIQ-MAC is anticipated to include a five year ordering period for the production of sonobuoys.
Interested parties must be registered under the North American Industry Classification System (NAICS) code in the System for Award Management and either have completed buoy qualification or be in the process of completing buoy qualification via Other Transactional Authority (OTA) prior to proposal submission.
The draft solicitation is anticipated to be available for comment on or around 04 August 2021. The final solicitation, N00019-21-R-0009, and all attachments necessary to prepare a proposal are anticipated to be available on beta.SAM.gov on or about 30 September 2021, with a tentative closing date of 28 December 2021. It is the responsibility of the potential vendors to monitor beta.SAM.gov for any information that may pertain to a future solicitation. FBO is the single point of entry for posting of the synopsis and solicitations to the internet.

Naval Air Systems Command will host an E-Industry Day via One-on-One Meetings with potential vendors on 08 June 2021, beginning at 10:00:00 AM (Eastern Time) via a live event on Department of Defense Commercial Virtual Environment (CVR Teams). Discussion will be on the Indefinite Delivery Indefinite Quantity - Multiple Award Contract (IDIQ-MAC) for the production of sonobuoys, to include the production of bathythermograph, active, passive, multistatic source, multistatic receiver, and special mission a-size series sonobuoys for Fiscal Years (FYs) 2023-2027.
The intent of this conference is to answer general questions from the Pre-Solicitation Notice prior to the draft solicitation release.
The One-on-One Meetings will be held at the unclassified level.
To attend the E-Industry Day, attendees must register via an email to lisa.troccoli@navy.mil by 01 June 2021 05:00:00 PM (Eastern Time). Registration must be completed in advance and is required for participation.
Registration for One-on-One Meetings must include a list of attendees (name, title, phone number, and email). Exceptions will not be made for late registration. Changes to registration information (cancellation or substitution) can be made up until 12:00:00 PM (Eastern Time) on 07 June 2021. Registration requests after the deadline, to include walk-ins on the day of the conference, will not be accepted.. Those successfully registered will be notified via email on or about 04 June 2021 of the time and information on how to join their one-on-one session.
Participation in this E-Industry Day is neither mandatory nor is it a prerequisite to future participation by a contractor in any potential future solicitations/contracts.
This Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. Naval Air Systems Command (NAVAIR), Anti-Submarine Warfare Systems (ASW) Program Office (PMA-264) issues the Fiscal Year (FY) 2023-2027 Production Sonobuoy Multiple Award Delivery Order Contract (MADOC) Solicitation. This MADOC vehicle will procure six (6) Production Capability Categories of Sonobuoys: Bathythermograph, Passive, Active/Passive Combo, Multistatic Receiver, Multistatic Source, and Special Mission. Sonobuoys are air launched expendable, electro-mechanical ASW acoustic sensors designed to relay underwater sounds associated with ships and submarines to sophisticated remote processors principally on P-3C, P-8A, and MH-60R Aircraft.
The solicitation number is N00019-21-R-0009. The North American Industry Classification System (NAICS) code 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Product Service Code (PSC) for this requirement is 5845 – Underwater Sound Equipment.
This acquisition will be awarded on the basis of full and open competition.
Industry comments from the DRAFT Solicitation were considered and any necessary changes were incorporated in the Final RFP where appropriate.

NOTICE TO OFFERORS:
Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

PROPOSAL SUBMISSION:
General Instructions: This section provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. Throughout this solicitation, the term “Offeror” includes subcontractors. The Offeror’s proposal must include all data and information requested, and must be submitted in accordance with (IAW) these instructions. Any Offeror who submits an incomplete package may be considered non-responsive.
The Offeror shall be compliant with the requirements as stated in the solicitation. Non-compliance with the instructions and solicitation may be grounds to eliminate the proposal from consideration for contract award.
The proposal submission deadline is Thursday, 03 March 2022 at 14:00 Eastern Time (ET).
