BOEM Amendment to RODEO RFP
Added: Jun 18, 2014 5:45 pm REAL-TIME OPPORTUNITY FOR DEVELOPMENT OF ENVIRONMENTAL OBSERVATIONS (RODEO) PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract that is being conducted in accordance with FAR Part 15. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administration. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity type of contract with a 60-month ordering period. Task orders are anticipated to be issued on a time-and-materials basis, subject to the availability of funds. The applicable NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The Bureau of Ocean Energy Management (BOEM) within the Department of the Interior, manages the exploration and development of the nation's offshore energy resources. The Bureau seeks to balance economic development, energy independence, and environmental protection through responsible management of offshore conventional and renewable energy development based on the best available science. This project will focus on two areas: (1) the evaluation or measurement of stressors or impact producing factors as discussed below and (2) testing of monitoring equipment to identify the most cost effective methodologies. This study will not duplicate or replicate any requirements already placed on industry for monitoring. A well-thought-out environmental research strategy will help maximize the value of the first generation of offshore wind turbines deployed in the US. The knowledge gained from this study can significantly increase the efficiency and efficacy of the regulatory review process for offshore wind. In permitting offshore wind projects, BOEM must consider a range of environmental and cultural resources, protected areas, and competing uses. The objective of this study is to acquire real-time observations of the construction and initial operation of a wind facility to aid the evaluation of environmental effects of future facilities. Data gathered will be used to inform predictions of impacts and focus research efforts on potential future projects.
