The Missile Defense Agency awarded a multiple-award indefinite-delivery contract to Freedom Technology Solutions Group, LLC on January 21, 2026, for the Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) IDIQ with a ceiling of $151 billion and ultimate completion date of December 28, 2035.
The contract procures an advanced, multi-domain defense system capable of detecting, tracking, intercepting, and neutralizing threats to the United States homeland, deployed forces, allies, and friends. Work encompasses research and development, prototyping, disruptive technologies, systems engineering, weapon design, production, test and evaluation, cybersecurity, and modernization efforts across air, missile, space, cyber, and hybrid threat domains, addressing ballistic, hypersonic, and cruise missiles and other advanced aerial attacks across all phases of flight.
The SHIELD IDIQ is structured as full and open competition with no set-aside, allowing all qualifying offerors to compete for multiple awards. Under FAR 15.304(c)(1)(ii), the government intends to award to all responsible sources submitting technically acceptable proposals with fair and reasonable pricing. The vehicle supports both classified and unclassified programs across multiple security domains, leveraging artificial intelligence, machine learning, digital engineering, and open systems architectures. Individual task and delivery orders will utilize various contract types across multiple NAICS codes and may require appropriate facility clearances at different classification levels. The period of performance spans a base ordering period and one or more optional ordering periods through the December 2035 completion date.
